Salary:
Salary range for the position is $106,023 to $152,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

About the job:
In accordance with the established vision and values of the organization, the Manager, Device Services and Service Continuity provides for the provisioning of high quality, clinical and business-oriented technology, application and peripheral support and software licensing efforts for IHA’s regional device services function. The manager also oversees managed Information Technology (IT) services and the Digital Health Contract management service. The Manager regularly deals with critical and highly sensitive situations and works with Interior Health leadership and Corporate and Clinical Support Services to continuously improve and adapt services offered.

As a member of the Digital Health leadership team, the Manager is part of a coordinated effort to move forward the health, clinical and corporate Digital Health vision for Interior Health and to work collaboratively with other team members in promoting new technologies and best practice for service delivery and system operations as well as providing support to ensure value is delivered from contracted IT vendors.

Typical duties and responsibilities:

• Manages the Technology Refresh Program (TRP) and Asset Acquisitions within IH. Ensures the TRP schedule, new equipment orders, and asset lists are reviewed and approved with departmental spending authorities and site contacts. Ensures new or upgrade requests for assets meet business requirements to avoid costly penalty charges to the department and IH. Creates and provides all pertinent data and costing information for clients and ensures technology standards and associated compatibility criteria are met. Ensures assets and lease schedules are loaded/updated/removed in the asset and configuration management database. Validates the receipt of services or supplies by outside suppliers or contractors and for the TRP. Refers problems to the Manager, IT Services Management, as appropriate.
• Oversees the Managed Print Services (MPS) relationship ensuring Interior Health obtains value for money. Holds vendor accountable for delivering services as defined in the MPS contract and according to defined SLAs. Identifies
• Manages, has signing authority and is accountable for multiple department operational and capital budgets under the direction of the Director, IT Services by performing activities such as approving and tracking expenditures, identifying budget discrepancies, allocating funds across the areas of responsibility, and providing input into budget development.
• Provides leadership in the design and development of Digital Health Business Continuity Services. Overseeing the regular meeting of leaders within Digital Health and the broader organization, the Manager will ensure regular review of Digital Health business continuity supporting increasing maturity and identification and closure of gaps within the ITSM Business Continuity framework.
• Ensures the ongoing management/maintenance of negotiated vendor contracts. Leads Request for Proposals (RFPs), evaluations and vendor selection, negotiates contracts with vendors, ensures payment schedule is distributed, and vendor is upholding contract provisions.
• Participates on assigned internal, external, and provincial committees, represents Interior Health as a decision maker on external opportunities to achieve desired outcomes.
• Manages, recruits, allocates and hires/supervises staff, conducts performance appraisals/evaluations, and disciplines and terminates staff as required. Ensures the implementation of correct human resource standards and procedures, including performance evaluation, education, and orientation as well as compliance with applicable acts, regulations, and collective agreements.
• Provides leadership and direction to staff who may themselves carry supervisory responsibility, and through them, to all staff within the Device Services and Service Continuity department.
• Communicates with senior management regarding status affecting logistics/acquisition/procurement activities. Takes immediate action as required on critical issues.
• Accountable for project priorities for the health authority and ensures that projects are executed in accordance with Interior Health project management standards and that necessary project resources are in place to ensure successful implementation, in collaboration with assigned business areas.
• Oversees the maintenance and accuracy of asset and software inventory information for hardware, software, and licenses by monitoring and analyzing trends in spending or inventory control.
• Works closely with internal leaders, provincial contract Integrators and other contracted service providers to ensure that Service Level Agreements and desired contracted outcomes are being met. Implements specific courses of action to address issues or opportunities.
• Defines requirements for special projects involving the acquisition, disposal and installation of end user computers, printers, software, and peripherals. Optimizes fleet size, recommends computer and printer types and ensures internal purchasing policies and best practices are adhered to.
• Works with external service providers to negotiate contract terms, change orders and pricing, resolve complex service issues, and enhance and expand existing services.
• Develops detailed work plans, schedules, cost estimates, resource plans, and status reports.
• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations, and implementing required corrective actions.
• Performs other related duties as assigned.

Qualfications

Education, Training, and Experience
• A Bachelor’s degree in Computer Science, Business Systems, or a related discipline.
• Seven years of experience managing medium- to large-scale complex projects crossing departments and organizations.
• Or an equivalent combination of experience and post-secondary education.
• Minimum ITIL Version 4 certification.
• IT Asset Manager (CITAM) or related designations and healthcare experience are assets.
• Previous contract / supplier management experience at an enterprise level.

Skills and Abilities
• Demonstrated success as a project manager or coordinator and the successful completion of one large information technology acquisition within the last three years.
• Demonstrated ability to write standard technical procurement documents.
• Detailed knowledge of Acquisition processes and tools.
• Intermediate to expert-level system implementation skills.
• Proven ability to track, coordinate and integrate external issues as they affect IHA's Strategic plans.
• Demonstrated ability to evaluate procurement documents such as RFP's, BOM's, etc.
• Proven ability to write, analyse and edit project plans, proposals, Service Level Agreements, MOU's for accuracy and consistency.
• Demonstrated ability to problem-solve with a global perspective.
• Demonstrated ability to establish and manage relationships with strategic partners and solution providers.
• Demonstrated ability to respond to the needs of partners supported by an acute awareness of the impact of action.
• Demonstrated ability to apply an evidence-based framework to inform decision-making.
• Excellent presentation, interviewing, facilitating, and negotiating skills.
• Physical ability to perform the duties of the job.
