Salary range for the position is $106,026 to $152,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you make an impact?

The Manager, Freedom of Information (FOI) is a subject matter expert, risk evaluator and leader in interpreting and applying information access legislation, standards, and principles for Interior Health (IH).

Operating within a complex, dynamic environment with multiple sites spread across a large geographical area, the Manager provides strategic direction, guidance, and leadership to senior executives, directors, managers, staff, and physicians. The Manager represents the Director and IH in provincial and local committees, working groups, and activities.

What will you work on?

• Leads response to FOI requests and ensures IH complies fully with all relevant legislative requirements.
• Provides expert advice to all departments, programs, and sites with corporate information disclosure issues and questions (i.e. research, clinical trials, fundraising, release of information) including delivery of FOI and release of information (ROI) awareness programs and educational sessions, and evaluates the effectiveness of education, training, and awareness.
• Builds partnerships with colleagues in other organizations and associations ensuring legislative compliance is met and FOI and ROI standards and best practices are adhered to.
• Develops, assesses, manages, and makes recommendations to support development and implementation of standardized FOI and ROI guidelines, policies, fee structures, and forms for the Health Authority and ensures consistent practices.
• Supports organization-wide responsibilities under information disclosure legislation by receiving and responding to requests for corporate information throughout the organization and liaising with related agencies such as the Office of the Information and Privacy Commissioner for British Columbia and the Ministry of Health.
• Acts as a resource and contact for FOI and ROI issues for partners both internal and external to the Health Authority.
• Establishes and maintains tracking and reporting system for all FOI requests and ROI consultations, and prepares reports as required / aligned with IH policy.
• Maintains awareness of legislative trends, issues, and case law; acts as a role model for continuous learning through methods such as literature review; contact with peers at other organizations; and attendance at seminars, workshops, conferences, and education programs.
• Supports and participates in the development and monitoring of an annual budget for the FOI functions and related project budgets. Responsibilities include monitoring budget performance, planning, and adjusting operations and/or staffing to meet projections and annual targets; approving expenditures; and preparing summaries for fiscal reporting. Liaises with Finance and the Director on budget matters.
• Leads orientation of new staff, assists in identifying areas of training needs for personnel within the department, and arranges identified training. Hires, recognizes, and evaluates staff to ensure the effective performance of their duties.
• Supports the Director in representing IH with respect to various FOI issues and liaises with appropriate facility, peer, regional, Ministry of Health, and medical staff to build and maintain effective interdisciplinary, inter-site, and inter-organizational relationships.
• Actively participates and represents IH on provincial FOI working groups and/or steering committees.
• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations, and implementing required corrective actions.
• Performs other related duties as assigned.

Qualfications
Education, Training, and Experience
• Master’s or graduate degree in law, business, health administration or another related discipline.
• Five to seven years of recent, related experience in roles leading information management, privacy, or client relations issues.
• Certification as a Certified Information Privacy Professional/Canada (CIPP/C) or other Canadian industry-recognized privacy certification is an asset.
• Or an equivalent combination of education, training, and experience.

Skills and Abilities
• Demonstrated leadership skills and the ability to provide leadership across multiple program areas and sites.
• Comprehensive knowledge of information access and experience in interpreting legislation for policy development is desired.
• Demonstrated expertise in the area of information access and an understanding of current FOI best practices, standards, and requirements.
• Ability to develop and implement strategic plans, policies, procedures, and standards.
• Ability to problem-solve, with a global perspective in order to incorporate the organization’s systems and strategies when developing viable solutions to problems.
• Provides day-to-day operational support for the FOI team including training, coaching, and managing staff.
• Demonstrated ability to function effectively in a highly dynamic environment, including working under pressure, adapting, and responding to changing priorities and meeting deadlines.
• Demonstrated interpersonal and relationship-building skills, with the ability to provide leadership to a diverse team and interact comfortably with a variety of disciplines at all levels of the organization and to clearly present a message to a variety of audiences.
• Demonstrated project management abilities.
• Demonstrated strong facilitation and negotiation skills.
• Ability to exercise tact, good judgement, and confidentiality.
• High degree of proficiency with standard and advanced features of MS Office Suite (such as Microsoft Word, SharePoint, Outlook, and PowerPoint).
• Ability to travel.
