The Office of the Provincial Controller Division (OPCD) provides leadership, strategic oversight, and direction for the government's financial management and reporting. Within OPCD, the Operations Control and Management Reporting Branch (OCMR) oversees the Province's accounting operations, executing essential controls like IFIS appropriation management and period close activities.

Deliver on Business Goals and Priorities

Your leadership will be crucial in guiding the team towards the achievement its business goals. You will contribute to the achievement of team goals by:

• Leading and overseeing a team of 9-10 staff responsible for safeguarding the financial integrity of the OPS financial system (IFIS), ensuring that controls are up-to-date and that all data is accurate and delivered on time.
• Overseeing appropriation controls, ensuring in-year changes authorized by Treasury Board are accurately recorded in collaboration with key stakeholders.
• Providing expert advice to ministries and central agencies on accounting processes, chart of accounts, and financial management.
• Managing the operations related to donations to the Crown, ensuring compliance and accurate issuance of receipts.
• Collaborating with central agencies and legal services to ensure timely government payments.
• Supporting executive leadership by offering strategic guidance on financial processes, accounting controls, and monthly and year-end business procedures.

Finance Expertise• In-depth knowledge of government and ministry financial, administrative, and procurement policies, with the ability to manage budgets, facilities, assets, and contract services.
• Expertise in fiscal planning, financial reporting, and ensuring compliance with financial protocols, audit principles, and government guidelines.
• Knowledge of Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board (PSAB) standards, and government financial management frameworks to ensure the accuracy of financial information and controls for the Province.
• Experience with financial accounting systems and overseeing critical processes, such as IFIS appropriation management and period-end financial reporting.
• Expertise in providing clear, authoritative advice on financial management, appropriations control, and government accounting practices to senior executives and partners.

Analytical and Problem-Solving Skills• Strong analytical skills to assess and resolve financial management and control issues, ensuring accuracy in the Province's financial accounts.
• Ability to review and manage accounting controls over expenditures, revenues, and assets, identifying corrective actions when necessary.
• Skilled in assessing the financial implications of new initiatives and integrating them into planning and budgeting processes.

Communications and Relationship Management Skills• Exceptional communication skills to present complex financial and strategic information to senior leaders, ministries, and external partners with clarity and impact.
• Proven ability to build and maintain relationships with internal and external partners, including senior management in ministries, central agencies, and Crown organizations.
• Skilled in negotiating and resolving complex issues while maintaining collaborative partnerships across diverse groups.
• Demonstrated ability to convey financial and operational updates to both technical and non-technical audiences, ensuring understanding and alignment on critical objectives.
• Strong interpersonal skills to foster cooperation and generate consensus in high-pressure situations, facilitating smooth implementation of changes or new initiatives.
