About the Branch
The PRSB within the Health Services I&IT Cluster (HSC) is responsible for the development, sustainment, improvement, and modernization of the core I+IT solutions for the OHIP Program and Medical Claims Payment Systems (MCPS). The HSC is accountable for developing, testing, and enhancing Ministry of Health (MOH)/HSC business I&IT solutions.

About the Cluster
The Health Services I&IT Cluster provides information management and information technology solutions that enable and support the business requirements of the Ministry of Health and the Ministry of Long-Term Care and its agents. The cluster supports the Ontario government's I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects that are currently underway. The cluster is working to promote the evolution towards a common IT infrastructure for government.

What can I expect to do in this role?As a Senior Business Analyst Team Lead, you will:
• Lead concurrent projects related to operations, development and delivery of integrated solutions and by following OPS policies and industry best-practice processes.
• Code, develop, deliver, and provide consultation and leadership to teams for large, complex n-tier ministry applications, collaborating with multiple stakeholders and service partners to ensure that critical features and functions are effectively managed through technical roadmaps and operational plans.
• Implement new systems or enhancements by reviewing programs written by team members, establishing and executing system test procedures, developing implementation plans, developing the required program and system documentation and ensuring all functionality has been delivered as required. The incumbent is also required to provide post implementation support and training to the computer operations staff on the production processing functionality.
• Provide advice, support and consultation, and conduct the analysis of business requirements in order to design and develop applications that meet the stated business requirements including the impact of projects across the portfolio
• Support the development, resource/financial planning, design, testing, maintenance and support of system, application, design, user, and operations documentation
• Provide technical expertise, guidance, advice and knowledge transfer to all development staff on all aspects of application development for assigned applications or technology. Provide recommendations on departmental standards surrounding systems architecture, application development, systems integration, data modelling, testing, as well as, performing reviews and walkthroughs of all major project deliverables to ensure the quality and completeness of functionality.
• Provide authoritative direction and guidance to client organizations in a variety of subject areas to help the client meet different, interrelated goals and objectives including portfolio planning.

How do I qualify?Technical Skills:• You have a strong understanding of IT project and development methodologies (e.g., Lean, Agile, Waterfall, DevOps), programming languages (e.g., Oracle, .NET, Java, SQL), architecture tools and platforms (e.g., Cloud computing, OpenShift, AWS, MS Azure Cloud, GitHub, IBM WebSphere), and are up to date on industry trends (e.g., Artificial Intelligence).
• You have experience writing comprehensive technical documentation, including blueprints, network infrastructure, and server deployment.
• You possess technical expertise in designing, building, and implementing complex applications and software/hardware systems.
• You are skilled in creating business intelligence reports using tools like PowerBI or Cognos, and in documenting user requirements (e.g., User Journey maps, Epics, User Stories, and Features).
• You have collaborated with project teams, architects, and developers, providing subject matter expertise in software design and development, including creating complex system designs, selecting and integrating commercial off-the-shelf (COTS) products, and working on AI or cloud-based solutions and proof-of-concept initiatives.
• You have knowledge of IT Service Management, Information Technology Infrastructure Library (ITIL) processes and other industry best practices (e.g. Six Sigma, Lean) for service delivery and service support.

Business Analysis, Client Liaison and Communication:• Ability to work closely with clients and service owners to convert business problems into technical requirements.
• Experience presenting best practice recommendations and providing process improvement advice to stakeholders.
• Skilled in delivering presentations and leading strategic meetings with management, IT groups and stakeholders.
• Proven capability in managing major operational incidents, resolving compliance issues, and handling conflicts amongst Ministry, Cluster, and Branch partners.

Systems Analysis and Development:• In-depth knowledge of systems analysis, data modeling, and design techniques, with experience in both Agile and Waterfall methodologies.
• Proven experience in DevOps, utilizing tools like MS Azure DevOps and GitHub, and working with docs-as-code practices.
• Strong experience coding and developing web-based systems and services using Java, .Net, MS Azure cloud, IBM OpenShift, IBM WebSphere, Remedy AR, Oracle or MS SQL.
• Working experience of designing and building web-based applications, UX design and work flow process
• Strong ability to facilitate and review business requirements and provide technical direction to development teams.
• Experience in BI and Analytics, collaborating with clients to design solutions that meet business needs.
• Proven experience leading the analysis and resolution of operational and product/system issues and incidents following incident and change management processes.

Leadership:• Proven ability to foster and sustain a positive work environment that promotes diversity, inclusivity, accessibility, anti-racism, respect, equity, and merit-based practices within the workplace.
• Demonstrated experience providing technical direction, mentoring, and training to team members.
• Proven ability to plan and direct complex IT systems development/coding, testing, and implementation efforts.
• Strong leadership, coaching, and technical guidance experience, with the ability to facilitate communication between IT teams and business stakeholders.
