PROGRAM MANAGER, FAMILY RECEPTION CENTRE
Location: 300 Rochester Street, Ottawa ON
Position Status: 1.0 Regular, Full-time (12 month work year)
Hours of Work: Monday to Friday, 35 hours per week
Affiliation: Union Exempt
Salary range: $94,435 to $111,141 per annum (Level 7)
Job Summary
Under the supervision of the General Manager, Program Services, the Program Manager of the Family Reception Center (FRC) will be responsible for coordinating the administrative operations of the FRC and creating a welcoming, inclusive space for newcomer families to Canada. This involves developing and supervising administrative and support staff processes such that family and student access to assessments and awareness of learning opportunities and supports are accessible and efficient. The Program Manager will liaise with the General Manager and System Principal to ensure assessments and supports are reflective of current resources and approaches. Additionally, they will foster ongoing engagement with internal departments and external partners in supporting student registration and access to educational opportunities.
Key responsibilities include but are not limited to: Staff Supervision and Office Management: Hire, train, supervise, and evaluate administrative and support staff. Optimize office processes, manage schedules, and ensure compliance with district policies. Educational Assessments and Programming: Conduct student assessments, communicate results, and provide educational programming information to families. Collaborate with system principals and instructional coaches to stay current on assessment tools and program options. Facilitate student transitions to schools. Partnership and Collaboration: Liaise with external partners (OCISO, MLOs) and internal departments (Admissions, Program Services) to support student integration and align practices.
Qualifications
Post-secondary education in linguistics, social work, education, or a related field. A Bachelor of Education is preferred. Minimum 2 years of experience working with newcomer families or in a related field, and/or experience as an educational assessor or teacher working with multilingual learners. An equivalent combination of education and experience may also be considered. Experience working in social services, project management, quality assurance and/or program evaluation preferred. Ability to collect, analyze, and report data, and utilize performance metrics to track program outcomes and drive improvements. Excellent interpersonal and communication skills to build strong relationships with diverse families, staff, and partners. Ability to collaborate effectively and resolve conflicts sensitively. Strong organizational skills, attention to detail, and ability to manage multiple priorities. Effective problem-solving and crisis management skills. Deep understanding of multicultural issues and the challenges faced by newcomer families, including trauma-informed practices. Knowledge of community resources and cultural nuances. Knowledge of district registration processes, educational assessment practices, and relevant policies. Proficiency in using modern assessment, tracking, and communication technologies (e.g., Proficiency in Microsoft Suite and Google Applications).
