Housing is a top priority for the United Counties of Prescott and Russell (UCPR). Under the direction of the Manager of Housing Services, the incumbent is responsible for the development, implementation, coordination and monitoring of the Ten-Year Action Plan for Housing and Homelessness.

Working closely with a Housing Plan Team and various partners, this role will establish and manage relationships with community agencies, local planning bodies, other levels of government, service users, experts with lived experience, and other interested and affected parties. The aim is to define local priorities, support the implementation of key strategic actions and monitor results.

The incumbent will develop systems that support community engagement and participation in the action plan, while ensuring that the P&R region meets its contractual and legislative requirements. This role oversees housing and homelessness research, provides project management support and facilitates information sharing, data collection and analysis to support outcome evaluation. With a focus on upstream and outcomes-based approaches, this role will identify the liaison between CUPRs and stakeholders that will result in strategic investments aligned.

Requested skills

  • Business administration / public administration / social sciences diploma, or equivalent;
  • Certificates in community involvement and public engagement are preferred;
  • Project management certification (PMP or CAPM), or equivalent combination of education, training and experience is preferred;
  • Minimum of five years' experience in a social/human services environment working on poverty and/or homelessness/community housing issues;
  • Experience working collaboratively with multiple diverse community partners to enhance service to clients;
  • Experience working in the public sector or for a non-profit organization;
  • Knowledge of community partners and programs related to housing and homelessness;
  • Experience leading change initiatives within a network of community agencies;
  • Knowledge of collective impact / community development principles and grant administration;
  • Knowledge of project management techniques/software, facilitation tools and principles and techniques of public engagement and consultation;
  • Facilitation skills required;
  • Presentation and media skills required;
  • Proficiency in all MS Office applications (Visio, Word, Excel, PowerPoint).
