Job Summary

Reporting to the Executive Director, Human Resources, the Organizational Development and Change Consultant provides advice and support to enhance organizational capacity, effectiveness, and resilience. The OD and Change Consultant plays a key role in ensuring change initiatives meet strategic outcomes by focusing on the people side of change.

The Organizational Development and Change Consultant works closely with leaders as well as internal and external partners to identify needs and opportunities for change management, assess risk and impact of change, and develop and implement change management strategies that facilitate and optimize learning and adoption. This role will support changes to systems, structures, and processes, with a primary focus on ERP implementation. The Organizational Development and Change Consultant will enhance change leadership capacity throughout the organization.

Responsibilities

Develops and applies a structured change management approach and methodology to support consistent, common change management practices.

Provides guidance and education on organizational change methodologies and builds individual and organizational change management capacity.

Leads the development of change management strategies and plans to support complex programs and projects, including ERP implementation.

Conducts organizational change readiness assessments and works with leaders to develop change management plans, including sponsorship, communications, transition, risk mitigation, and training plans.

Creates and manages measurement systems; provides progress reports and recommendations. Evaluate outcomes against objectives and captures learning. Works with leaders to adjust plans and implement course corrections to adapt to changing circumstances and needs.

Provides consulting and coaching to leaders on transformational change and other organizational development opportunities.

Works with leaders to integrate change management into overall project plans and with organizational partners to implement engagement strategies and plans.

Works with the Executive Director, Human Resources and organizational partners to develop leadership and organization development practices, standards, guidelines, processes and tools.

Designs, implements and evaluates strategies and interventions to enhance individual, team, and program effectiveness, employee engagement and retention, and promote learning.

Assesses learning needs to determine scale, complexity and magnitude of learning and development needs. Develops plans, designs and facilitates leadership and employee sessions, develops and maintains associated resources.

Prepares reports, briefings and presentations.

Supports talent management activities including assessment, development, performance management, and succession.

QUALIFICATIONS

Education & Experience

A level of education, training and experience equivalent to a Master's Degree in Organizational Development, Organizational Effectiveness, Organizational Psychology, Organizational Behaviour, Human Resource Management or related discipline and five (5) to seven (7) year's recent relevant experience.

Extensive change management experience, including leading or facilitating large-scale, technology-led change in a major public or private sector organization, preferably in a unionized environment. Change management certification is an asset.

Knowledge, Skills, Abilities

In-depth knowledge of current organizational development, leadership, and change management methodologies, principles, practices, processes, tools, and templates.

Demonstrated coaching, consulting, and facilitation skills.

Ability to establish, build and maintain collaborative relationships with diverse employee groups.

Exceptional communication skills, both written and verbal, and ability to develop effective presentations and clearly present information.

Strong analytical and problem solving skills.

Ability to work and communicate with senior leaders in an advisory capacity, particularly in addressing their role in effective change leadership.

Ability to assess, design, implement and evaluate learning strategies and methodologies based on adult learning principles and practices.

Demonstrated awareness of cultural safety and supporting processes.

Project management skills, particularly of change initiatives.

Proficiency with Microsoft Office Suite.

The salary range for this position is $101,056 to $126,357 per year with comprehensive benefits package and Municipal Pension.

Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
