Reporting to the Manager of Student Transportation Services, the Budget/Financial Coordinator will collaborate with the Toronto Student Transportation Group (TSTG) General Manager and management team to develop, coordinate, and monitor TSTG's budgets. This role will ensure compliance with contractual agreements, including verifying Key Performance Indicators (KPIs) with bus operators. The Coordinator will also manage the budget process and financial reporting for both the Toronto Catholic District School Board (TCDSB) and the Toronto District School Board (TDSB) as per the collaboration agreement, and will provide support for special projects.

Summary of Duties:

Coordinate the annual budget process for TSTG, including development, analysis, and monitoring of the annual operating budgets.

Monitor and analyze expenditures, budget variances, revenue items, year-end projections, and surpluses/deficits, ensuring data accuracy.

Administer the cost sharing agreement between TCDSB and its consortium partner TDSB, ensuring accurate cost attribution and reconciliation.

Verify invoices and manage payments, including those for bus carriers and other vendors.

Analyze transportation cost drivers, identify budgetary issues, and recommend corrective actions.

Prepare business cases, statistical models, and forecasts to support strategic decision-making.

Conduct financial audits and reviews to generate accurate, actionable reports for management.

Ensure organizational and staffing changes within TSTG are accurately reflected in financial reports and costs properly attributed to the appropriate board.

Prepare supporting documentation for budget, accounting, financial and purchasing processes.

Conduct research and analysis for reports submitted to TSTG governance and operations committees, as well as TCDSB and TDSB.

Collaborate with planning departments to exchange data on projected enrollment and relocations affecting transportation.

Ensure compliance with service contracts, monitoring Key Performance Indicators (KPI’s) and administer penalties, when needed.

Conduct periodic reviews of budget processes and practices, ensuring compliance and contributing to the development of budget guidelines, KPI’s, and tools.

Provide training and guidance to TSTG management on financial and budgetary matters.

Respond to Ministry requests for information and provide costing estimates based on annual or semi-annual routing simulation.

Prepare reports and presentations for internal committees, school boards, and the Ministry of Education.

Represent TSTG at meetings, including year-end budget review and joint procedures.

Support and coordinate special projects, as required.

Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.

Qualifications:

University degree in a related field (e.g., Commerce, Finance or Business Administration), with five years of progressively responsible related experience or an equivalent combination of education and experience.

Demonstrated experience in budget development, financial management, and financial analysis.

Sound knowledge and understanding of generally accepted accounting principles, budgeting, costing, and financial processes.

Extensive experience with SAP and/or other enterprise financial data systems.

Proven ability to prepare accurate reports and summaries.

Strong project management and time management skills with proven ability to organize and coordinate a diverse number of projects.

Demonstrated research, analytical, interpretative, and problem-solving skills, with a high attention to detail.

Demonstrated ability to handle matters requiring high levels of diplomacy, sensitivity and confidentiality.

Strong written/oral communication and interpersonal skills, including report-writing and presentation skills.

Knowledge of finance, budgeting, purchasing policies, and Ministry regulations within a public sector or educational context.

Proven ability in promoting equitable practices which value inclusiveness and diversity.

Proficiency and expertise in the use of computer technology (e.g., spreadsheets, databases, word processing, presentation packages, HR/Payroll and financial information systems, and student transportation routing software).

Assets:

Chartered Professional Accountant (CPA) designation.

Special Requirements:

Occasional travel may be required for meetings.
