Reporting to the Public Works Director, the Lead Hand assists the Director of Public Works in providing coordination and supervision of Public Works staff, preparing, and managing road projects, coordinating road maintenance, and purchasing supplies and equipment. Operates all roads equipment and is responsible for maintaining logbooks regarding equipment operated.

Duties and Responsibilities

  • Provide on-site direct supervision of staff, including assigning of work, checking and maintaining the flow of work, checking results, making recommendations on personnel problems, etc.
  • Assist the Director of Public Works with the preparation, scheduling, coordination and management of all Public Works Department activities, including, but not restricted to, maintenance of roads, purchasing, equipment maintenance, capital road projects, bridges, signs, street lighting and stormwater management.
  • Patrol Township roads and complete all work within the guidelines of departmental policies, procedures and standards and ensure full compliance with legislative and regulatory requirements to reduce corporate liabilities and mitigate risk. Responsible to report any problems, to follow-up and to make the necessary corrections.
  • Responsible to work in compliance with the Occupational Health and Safety Act and Regulations, the Township of Champlain Occupational Health, Safety and Workplace Violence Policies and Procedures, as well as established industry guidelines.
  • Respond regularly to inquiries and complaints from ratepayers on Public Works services and projects. Responsible for the follow-up and correction of any complaint received.
  • Operate graders, backhoes, trucks, snowplows, mowers, etc. and instruct staff in the safe operation and use of equipment and vehicles related to the Public Works environment.
  • Maintain accurate and appropriate records relating to infrastructure and fleet.
  • Purchase supplies and materials within approved budget in compliance with Township by-laws, policies, and procedures.
  • Respond to after hour emergency calls and provide Public Works emergency services as required.
  • Responsible to maintain Public Works inventory supplies.
  • Assist in processing time sheets on a weekly basis.
  • Assist the Director of Public Works in approving vacation and reallocation of resources regarding holidays, sick time, vacations, etc.
  • Upon request, act as the Director of Public Works during his absence.
  • Be “on-call” during the winter season at all times. Any emergency shall be communicated immediately to the Director of Public Works or, in his or her absence, to the Chief Administrative Officer. Otherwise “on-call” for all other seasons, shall be as required under the direction of the Director of Public Works.
  • During an emergency, declared or otherwise, staffing requirements can be critical. The employee will be available to work irregular hours performing normal tasks or others, as assigned.
  • Perform other related duties as may be assigned.

Qualifications
  • Good leadership and interpersonal skills including the ability to work effectively in a team environment.
  • Knowledge of applicable legislation including the Municipal Act, Highway Traffic Act, Provincial Minimum Maintenance Standards, Health and Safety Regulations and demonstrated ability in understanding best practices in construction and in maintenance techniques of roads and equipment.
  • Sound judgment and excellent decision-making skills.
  • First Aid/CPR certificate, Propane Handling certification, WHMIS certificate, Temporary Traffic Control Training (Book 7) and Chain Saw Operation Training.
  • Good communication skills both written and verbal. Must be bilingual.
  • Computer knowledge (Word, Excel, Email).
  • Must have a valid DZ driver’s licence with 5 years driving experience and a good driving record.
  • Must provide a satisfactory current Police Criminal Record Check as a condition of employment.
Required Education and Experience
  • High School Diploma
  • Successfully completed both sections of T.J. Mahony Road School (Construction & Maintenance)
  • Minimum of five (5) years’ maintenance and construction experience, preferably in a municipal setting, with two (2) years’ experience in a supervisory or lead hand role.
  • Recognized certification in road management (2 years) and some supervisory courses or an equivalent combination of courses and experience.
  • Certified Road Supervisor (CRS) under the Association of Ontario Road Supervisors (AORS) is considered an asset.
