Vancouver Coastal Health is looking for an Executive Director to join the Vancouver Community team.
Reporting to the Vice President for Vancouver Community services, the Executive Director is responsible and accountable for the delivery of community-based health services in the dynamic, vibrant and culturally-diverse city of Vancouver. Working in close collaboration with Medical Leadership, Professional Practice, a team of Directors and other Senior Leadership within Vancouver Coastal Health (VCH), the Executive Director oversees the strategic direction, management, and execution of clinical programs, ensuring the highest standards of client-centered care, efficiency, and adherence to regulatory requirements, quality standards, and best practices in clinical operations.
The Executive Director provides leadership, mentorship and guidance to a designated portfolio of Operations Directors who report directly to the Executive Director in a close working relationship emphasizing clear communication channels and collaborative decision making. They also play a key role in the implementation and evaluation of VCH organizational strategies, and provides visionary leadership to the Clinical Operations team, fostering a culture of innovation, excellence, and collaboration. They also establish strong partnerships with Senior Medical Directors and fosters a culture of collaboration between Community Programs and Acute Care senior leadership teams to ensure seamless integration and optimization of clinical programs. Building strong working relationships, represents the organization’s interests in developing a collaborative network both regionally and provincially including the Ministry of Health, provincial government agencies, community agencies, and other partner organizations. Key contacts include the Vancouver Senior Leadership Team, VCH Directors/Managers, Medical Directors, Professional Practice, Indigenous Health, Finance, Legal, People, Decision Support, and Communications leadership.

As an Executive Director, Clinical Operations - Community Programs with Vancouver Coastal Health you will:
- Work closely with the Vice President and Senior Leadership Team, leads and integrates the activities of multiple, large-scale programs and services for the CoC and ensures that efforts are aligned with and support the VCH vision, values and strategic directions.
- Oversee all aspects of clinical operations for a portfolio of programs, including planning, implementation, and evaluation of clinical programs and service delivery. Provides leadership and direction to a designated portfolio of Operations Directors reporting directly to the Executive Director, ensuring alignment with program and service delivery and the strategic priorities set by the Executive Director.
- Develop and establishes policies, strategies, and operating objectives consistent with those of the organization to ensure efficient and effective implementation of CoC programs and services within the designated portfolio.
- Collaborate cross-functionally with other departments to ensure alignment and seamless execution of clinical initiatives. Implements and maintains rigorous quality control measures to uphold the integrity of clinical operations.
- Participate in and oversees the development, implementation, and maintenance of program and service objectives and short- and long-range plans; develops tracking and evaluation programs to assist in the accomplishment of established project goals and objectives.
- Manage the working relationships between operational leadership, Vice Presidents, VCH senior leaders, and key internal and external partners.
- All other duties as required.
Education & Experience
- Master’s Degree in Health Services Administration, Business Administration or related master’s degree, with more than fifteen (15) years’ recent, related clinical operations experience in a senior management/leadership position within a large, academic health care setting, responsible for the development, implementation and evaluation of complex service delivery systems.
- Current registration with relevant professional College/Association, if applicable.
- Demonstrated commitment to on-going learning and professional development.

- Anticipates future changes in service delivery and develops transition strategies that optimize resource utilization and ultimately improve efficiency and quality of patient/client care.
- Drives development, implementation and evaluation of initiatives that support new or expanded programs/services within a multi-site environment following a team-based approach.
- Fosters collaboration and effective working relationships with partners to promote cooperative goals and contribute to an atmosphere of trust and mutual respect.
- Applies superior conflict management skills and expertise to persuade and negotiate effectively to lead and implement change and/or resolve issues/disputes.
- Applies superior judgment to communicate sensitive information in a compelling manner with a variety of internal and external interested parties.
- Uses sound business acumen to manage the fiscal resources of assigned programs/services in a manner that is financially responsible and consistent with the overall goals of the organization.

As per Ministry of Health policy, all health care workers working in publicly-funded health care facilities are required to report their past receipt of certain vaccines or history of certain infections. Collecting these records will allow for offering of any missing vaccines, and for appropriate actions to be taken in the event of any future exposure to a communicable disease or during outbreaks.
