Responsibilities and goals associated with the position

The Supervisor – Buildings is responsible for supervising the activities of his or her unit. The jobholder is responsible for management of trade teams, particularly in electrical and mechanical maintenance of all City buildings. This includes but is not limited to

  • Maintaining the City’s generators, street lights and traffic lights
  • Verifying, maintaining, repairing, modifying and installing ventilation, heating, air conditioning and refrigeration systems
  • Carrying out related electrical, electronic, mechanical, pneumatic and hydraulic checks
  • Ensuring operation, installation, repair and major maintenance of mechanical equipment

The jobholder’s main responsibilities are as follows:
  • Manage the human, financial, material and information resources of his or her unit and be available on a rotating on-call schedule with the other building supervisors;
  • Determine the directions and priorities of his or her administrative unit.
  • Assign and supervise the various daily tasks of his or her employees.
  • Plan and assign the verification, maintenance and repair of heating, ventilation and air conditioning systems and various control systems as well as the operation, repair and major maintenance of mechanical equipment.
  • Plan, organize and monitor work related to the operation, maintenance and repair of mechanical equipment.
  • Ensure the proper functioning and maintenance of compressors, pumps and cooling systems in both arenas and the thermal power plant system.
  • Coordinate, supervise and assign work to contractors specialized in building mechanics and electricity mandated by the City to maintain and build mechanical installations.
  • Plan and oversee the work performed by subcontractors and make payment recommendations.
  • Plan and organize preventive maintenance work on the City’s electrical and mechanical equipment using a computer aided maintenance management system (CAMMS).
  • Participate in the asset management master plan (AMMP).
  • Participate in preparing plans and specifications for new projects under the three-year capital investment program (CIP) for electrical and mechanical work as well as projects included in the City’s budget.
  • Participate in preparing, analyzing and awarding contracts following a call for tenders, if necessary.
  • Ensure that the standards of the Canadian Standards Association (CSA) and the building code are applied.
  • Enforce occupational health and safety standards and control measures developed to monitor these files as well as the lockout system and the safety of machinery.
  • Analyze the efficiency of the City’s installations.
  • Participate in developing safe work methods and procedures and prepare management the reports needed to inform his or her supervisor of the progress of the work.
  • Produce an annual budget and put in place mechanisms to monitor it throughout the year. Be responsible for closing the budget at the end of the financial year.
  • Perform all other related tasks.

Requested skills

  • College technical diploma in an appropriate field and profile and three to five years’ experience or any other combination of schooling and experience deemed equivalent
  • Experience in budget management, writing reports and preventive maintenance planning
  • Good knowledge of English and French in order to effectively engage in conversations, participate in various working meetings and write quality texts and reports in one of the two official languages
  • Proficiency in Word, Excel and Outlook, knowledge of AUTOCAD
  • Good ability to manage and engage work teams
  • Good communication and organizational skills
  • Desire to provide quality service and ability to effectively manage change
  • Driven and action-oriented, ability to work on complex and varied organizational, operational and human challenges with initiative and creativity
