Department mission

To ensure the longevity and proper functioning of all public facilities, equipment, and buildings, in order to support sustainable development and improve citizens’ quality of life.

Responsibilities and goals associated with the position

Reporting to the Director - Public Works and Buildings, the incumbent plans and manages the financial, material, budgetary and human resources activities of their department. To this end, they develop, implement and monitor an effective and efficient management model in accordance with the strategic plan to optimize the maintenance of the following assets of the City: infrastructure, roads, green infrastructures, sporting and recreational spaces, fleet of vehicles, facilities and building inventory.

The incumbent is responsible for the following main activities:

  • Manage the human, financial, material and informational resources of their department in accordance with the rules, standards, by-laws and collective agreements in force, paying particular attention to:
  • Workforce planning by providing ongoing training to staff and evaluating performance management to prepare for succession.
  • Develop and implement policies and programs, and apply standards and by-laws related to the maintenance of assets managed by them.
  • Develop management performance indicators to ensure that their department is productive and meeting objectives.
  • Prepare the budget for their services.
  • Determine, in collaboration with their superior, the objectives and action priorities of their unit according to the mission and strategic orientations of the department.
  • Plan the inspection, operation and maintenance needs for all assets under their management to identify problems and action priorities.
  • Implement an asset management system based on short, medium and long-term needs and structure operating and investment budgets accordingly.
  • Follow-up and complete requests and work orders for all of their work teams.
  • Receive, analyze, process and assign specific requests from internal and external clients in relation to problems with the City's roads, water and sewer systems, parks, facilities and building inventory.
  • Classify seasonal employees according to established priorities.
  • Ensure that the services for which they are responsible support the organization's needs and are in line with the best asset management and maintenance practices that will allow the City to be effective and efficient.
  • Prepare all necessary recommendations and justifications for decisions by the director of the department.
  • All other related duties.

Requested skills

Job requirements
  • The applicant must hold an undergraduate degree in management, administration or any other relevant field.
  • 6 to 9 years of relevant experience in this field.
  • Good ability to manage and mobilize work teams.
  • Demonstrate good communication skills.
  • The candidate must demonstrate expertise in managing operations in a unionized context.
  • Good knowledge of French and English in order to efficiently carry on a conversation, participate in various work meetings, and write short texts or quality reports in either language.
