8:30 a.m. - 4:30p.m. Mon-Thurs; 8:30 a.m. - 4:00 p.m. Fri

$124,000 - $134,300

Reporting directly to the Executive Superintendent, the Manager of Human Resources is responsible for providing strategic leadership and support to school administrators and department staff in a full range of Human Resources functions, including Labour Relations, Employee Relations, Compensation, Benefits and Pension, Health and Safety, and Wellness.

This position requires the successful candidate to lead by example, actively participating and collaborating with department staff, and other members of the leadership and management team to implement and evaluate Human Resources policies, procedures, and services in accordance with the philosophical framework, operational strategies and legal obligations of the Board. The successful candidate will be an approachable, astute problem solver with a growth mindset who works diligently and strategically with department and district staff toward the common good of the district.

RESPONSIBILITIES AND DUTIES:

Responsibilities for this position include but are not limited to:

Provide leadership in creating a workplace climate in which excellence, service, productivity, teamwork and collaboration are valued and where fairness, equity and support for employees are exemplified.

Provide departmental and system leadership and strategic direction in a full range of Human Resources functions including planning, organizing and managing the following areas: Labour and Employee Relations; Employment Legislation; Records Management; Recruitment, Selection, Training and Development; Benefit Plan Design and Administration; Abilities/Wellness Management & Attendance Support; Salary Administration; Pay Equity/Job Evaluation; and Employee Assistance Program.

Manage employee and labour relations including the administration, interpretation and implementation of the Collective Agreements and Terms of Conditions for various employee groups.

Manage applicable steps of the grievance process and support the Executive Superintendent in grievance and arbitration processes.

Participate in and lead the collective bargaining process for assigned employee groups including the development and preparation of the Board’s proposals and acting as the Lead Spokesperson where assigned. Responsible for ensuring implementation of changes to the collective agreement.

Manage the annual staffing process for various employee groups, including liaising with union representatives as required.

Participate in and lead union/management committees and ensure timely responses to issues. Involvement on other committees as required.

Responsible for the supervision and management of the day-to-day activities and operations of Human Resources staff.

Assist with budget preparation and maintain budgetary control over areas of responsibility.

Other duties as assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Extensive experience in a Human Resource management role in a large, multi-union organization.

A demonstrated track record of outstanding Human Resources and labour relations experience with progressive experience at the management level.

Experience in staffing (hiring, complement and allocation) required.

Superior interpersonal, communication, service oriented, and conflict resolution skills.

University degree in a related field (e.g., Human Resources, Industrial Relations).

CHRP designation (CHRL preferred).

Ability to develop and foster strong relations and work effectively with all employees and management of the Board, Unions, Federations and Associations.

Excellent organizational and analytical skills and attention to detail and accuracy.

HIGHLY PREFERRED:

Human Resources management experience in a school board for a minimum of 5 years.
