Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
The Supply Chain Management Shared Service (SCMSS) is an organization that supports healthcare delivery across Manitoba by contracting, procuring and distributing supplies, equipment, and services to service delivery organizations (SDOs) across the Health sector.
The Clinical Value Analysis Specialist plays a key role in SCMSS within Shared Health and supports innovation, mitigates supply risk, and improves supplier performance.
Main Function
Clinical Value Analysis Specialists work with clinical and Supply Chain Management (SCM) stakeholders (e.g. end-users) to identify opportunities to achieve value through the category management process, and engaging in procurement processes that improve clinical outcomes, reduce costs (by reducing prices or usage), and satisfy clinical, patient, and business demands.
Clinical Value Analysis Specialists:
- Engage in initiatives and projects related to planning and managing costs.
- Research, identify and report on opportunities, performance measures (including clinical outcomes and alignment with clinical workflows), and initiatives to improve and sustain patient care and service delivery.
- Work as part of a team with stakeholders to evaluate, plan, implement, and monitor improvements in the procurement of goods, services, equipment and changes in practices to reduce costs through innovation, changes in utilization, standardization and rationalization.
- Facilitates product complaints, recalls and safety alert processes in effort to ensure safety of patients and staff.
- 5 years of experience in clinical assessment and evaluation of medical and healthcare products, services and equipment in the health sector.
- 3 years of experience using the principles of data alignment, analysis and process improvement to inform product and service selections that meet clinical acceptability and cost parameters.
- 3 years of experience influencing senior clinicians, health service management, administrators, project resources, and key stakeholders in advancing innovative and creative procurement strategies and utilization practices for ongoing cost sustainment.
- Demonstrated proficiency in data analysis software.
- Post-secondary degree in health or social sciences, with a clinical specialty in nursing or allied health from an accredited post-secondary education institution.
- An equivalent combination of education and experience may be considered.
- Active member in good standing of an associated regulatory body as appropriate.
- Demonstrated client service level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
- Must be able to work safely in a typical computerized office environment with frequent meetings at multiple client sites, and to lift and carry items of up to approximately 10 kg.
- Interruptions to respond to questions are common dedicated and focused time for planning and concentration can be scheduled.
- Travel throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
