Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
The Security Operations Manager, Shared Health ensures the efficient provision of Security Services to security officers and Institutional Safety Officers at SMHC (18 total) spanning over 250,000 square feet. This positions also oversees all security concerns revolving around other Shared Health sites (excluding HSC) as required.
The Security Operations Manager, Shared Health is dedicated to the provision of a safe environment in which the public may receive, and healthcare staff may provide, various types of medical care. The promotion of security awareness within the healthcare facility settings ensures patients, residents, clients, visitors and employees are protected from harm or reasonable fear of harm. The Security Operations Manager, Shared Health aims to provide protection for personnel and property from theft, misuse and vandalism, as well as enforce the site rules, regulations and policies, and applicable laws and by-laws. Maintains an acceptable level of order, control and safety within the buildings and grounds of SMHC and other Shared Health facilities as required.
Main Function:
Under the general direction of the Lead, Facility Support Services, SMHC, the incumbent is responsible for all tactical and operational elements of security services. Responsible to provide leadership (planning and direction), operational oversight, personnel management and other control and administration responsibilities.
- Manage all security assignments (post orders), call dispatch procedures and incident response planning: - responsible for the overall process and procedures around security services including post orders, security tours, contract security resource assignments, and incident response. Ensures that security supervisors, staff and contractors are completing incident reports. Ensure that monitoring room staff have proper procedures for correct call dispatching and handling. Ensures that staff have correct incident response plans. Works with Training and Staff Development Coordinator to ensure proper training and orientation is provided.
- Staffing Management: Responsible for the overall policy and process related to short and long-term relief scheduling. Responsible as the organizational chief for all casual and part time relief staff including hiring, staff scheduling, performance appraisals, discipline, training, and orientation.
- Contract Service and Supply Logistics - oversees operationalizing contract security service and overall material logistics including security tools and safety wear, uniforms and incident recording equipment. Ensures that contract security firms are given schedule notice and provided with proper post orders. Ensures that the security monitoring rooms and any fixed post locations are supplied with correct equipment and systems including working with Building Services on correct security system access.
The Security Operations Manager, Shared Health leads the department, oversees, monitors and controls departmental tactical and operational activities including personnel, operational and financial management, security assignments (post orders) and ensuring staffing levels. They also oversee all aspects of staff performance and discipline. In conjunction with HR, the Security Operations Manager is directly involved in all disciplinary sanctions that involve potential loss of leave benefits or financial implications to the employee.
- Minimum of five to seven years’ experience in security or law enforcement management and support role within a blended environment with in-house unionized staff along with contracted security resources.
- Human resource management experience including: Collective Agreement interpretation, interviewing, discipline processes, grievance processes, job description preparation, job evaluation, training needs assessments, performance appraisals, absenteeism review and hiring.
- Demonstrated abilities in documentation systems and processes which support effective resource allocation (scheduling and job assignment duties).
- Demonstrated abilities in documentation systems and process which support effective human resource and personnel issues within the unionized environment.
- Experience using computerized incident management support systems for business and security management preferred.
- Must have experience in leading at the department level including budgeting (operating and capital funds), site security service coordination, department strategic and operational leadership planning and leading supervisory/management staff.
- Must have documented exemplary team communication skills, technical and interpersonal analytical skills, department organizational skills.
- Must have demonstrated ability to coach and instruct management and supervisory staff in achieving a team environment to deliver service excellence.
- Must have or be able to acquire within a reasonable period of time a thorough knowledge of occupational hazards and safety precautions and regulations to the area of supervision.
- Complete Grade 12, Manitoba standards, required.
- Completion of a Diploma or Degree in Administration, Criminology, Justice or other relevant discipline required.
- Completion of a Health Services Management Course or a diploma in a relevant field would be an asset.
- An equivalent combination of education and experience as recognized by the Shared Health may be considered.
SPECIAL TRAINING:
- Must have demonstrated knowledge of laws, regulations and codes applicable to law enforcement and security.
- Demonstrated knowledge of labour law and workplace safety and health regulations.
- Demonstrated knowledge of analog and/or digital security camera systems including recording, switching and management.
- Must be eligible for “Institutional Safety Officer appointment” through Manitoba Justice guidelines and requirements.
- Standing as a Certified Healthcare Protection Administrator with IAHSS, or Certified Protection Professional with ASIS International preferred.
- General knowledge of computer operations required (Windows and a networked environment) including Microsoft Office applications, staff scheduling software and incident management reporting software and tools.
- Experience with SAP, ESP, and Success Factors would be an asset.
- Constant interruptions, occasional confrontational situations, dealing with personal information in a confidential manner, ability to sit or stand for an extended period.
