Youth Wellness Hubs Ontario (YWHO, www.youthhubs.ca) is a network of 32, integrated youth service hub networks that currently operate in 40 communities, where young people ages 12 to 25 years have access to walk-in, youth-centred, community based mental health and wellness services. YWHO engages youth, family members, service providers, and other partners through a co-creation process, enhancing the relevance, acceptability and youth friendliness of services. The hubs are provincially-consistent in core features and locally led and adapted to offer and connect to a range of evidence-based services-mental health care, substance use health services, primary care, education, employment, housing, peer support, family support and care navigation-in youth-friendly spaces. Outcomes are rigorously evaluated within and across hubs, focusing on positive outcomes in areas of wellness important to youth and their families. The YWHO Provincial Office (YWHO PO) and its 32 Networks operate as a Learning Health System, where evidence, data, and care culture are used to generate new knowledge and continuously refine and deliver best practices for continuous improvement in mental health and substance use care. This position will be located in Ontario, anywhere outside of the Greater Toronto Area.
Youth Wellness Hubs Ontario Provincial Office (YWHO PO) at The Margaret and Wallace McCain Centre for Child, Youth, & Family Mental Health (CAMH) is recruiting a full-time, permanent Program Consultant (Evaluation Specialist). The Program Consultant (Evaluation Specialist) will report to the Manager of Evaluation at YWHO. The Program Consultant (Evaluation Specialist) will be responsible for supporting the evaluation activities at YWHO sites across the province in collaboration with a multi-disciplinary team of evaluators, implementation specialists, youth engagement coordinators, health equity specialists, and provincial youth and family advisories. Additionally, the Program Consultant (Evaluation Specialist) will provide expertise and advice related to equity, anti-racism, trauma-informed and anti-oppression to strengthen internal YWHO evaluation practices to support the evaluation of the YWHO model across sites.
The Program Consultant (Evaluation Specialist) will work collaboratively across multiple teams and sites to provide an integrated, standardized, coordinated approach to the evaluation of the YWHO model.
Responsibilities will include:
The successful candidate will have a Master’s degree in relevant discipline (e.g., Evaluation, Public Health, Health Sciences, Social Sciences) or a Bachelor’s degree with equivalent experience in evaluation plus (3) years of related experience in the field of health services and specific experience in mental health and/or addictions services. Demonstrated expertise in applying an equity lens and integrating health equity evaluation frameworks within mental health contexts is required. Evaluation experience in Integrated Youth Services (IYS), mental health, youth populations, fidelity assessment, as well evaluation experience within community-based settings, is considered a strong asset. They will have experience facilitating group-based dialogue and decision-making with diverse stakeholder groups with various levels of evaluation literacy. The Evaluation Specialist will have experience developing evaluation frameworks, logic models, indicators, and reporting tools. They will have an understanding of and experience with using or developing culturally-relevant evaluation approaches methods, and dissemination strategies -when working with priority populations (e.g., First Nations, Inuit, and Métis, Francophone, racialized and marginalized communities, etc.). Evaluation Specialist must demonstrate creative problem-solving abilities and organizational skills with the ability to adapt to dynamic project needs. Evaluation Specialist will have strong skills related to data storage and management, quality assurance, coding, analyses, and data visualization. The candidate will have advanced proficiency in R and experience with qualitative software (e.g., NVIVO). The candidate must also have experience with measurement-based care data platforms, and experience with data collection in remote settings. The successful candidate must have a proven ability to write evaluation findings for a variety of different audiences; and the ability to formulate materials suitable for wider audiences is required. The successful candidate will possess strong interpersonal communication (oral/written) and community engagement skills. The successful candidate is able to work independently as well as collaboratively with a diverse team. The Evaluation Specialist will be committed to being respectful, ethical, culturally-sensitive, and mindful of necessary practices related to evaluation. They will support a healthy workplace that embraces diversity, encourages teamwork and complies with all applicable and regulatory requirements. Proficiency in Microsoft Office including Word, Excel, and PowerPoint is required. Fluent bilingualism (French/English) is also an asset.
