Job Summary

Reporting to the Senior Manager, Human Resources Services Partner, the Temporary Human Resources Services Partner (HRS Partner) serves as a strategic business partner in Human Resources Services, delivering exceptional customer service.

The Temporary HRS Partner acts as the primary point of contact for everyone within their assigned portfolio, both internal and external, ensuring clear and supportive communication. The Temporary HRS Partner provides value added service to Managers, School Administrators, and Superintendents in all areas of Human Resources within the assigned portfolio. The Temporary HRS Partner ensures compliance with Collective Agreements, Board policies and procedures, and relevant employment legislation and regulations.

Qualifications / Experience

Post-secondary degree in Human Resources or deemed equivalency.

Certified Human Resources Professional/Leader (CHRP or CHRL) designation is an asset.

Minimum of five (5) years of professional Human Resources experience.

School Board experience and experience working within a complex, unionized environment is an asset.

Excellent interpersonal, organizational, and communication skills.

Demonstrated initiative, problem-solving, decision-making, troubleshooting, and technical skills.

Excellent abilities in a computerized environment utilizing Microsoft Office Suite and other applicable software packages. Experience with an electronic document system is an asset.

Proven ability to work in a complex, detail oriented, high volume work environment.

Ability to work as a collaborative team member as well as independently.

Ability to exercise considerable independent judgement, tact, sensitivity, and confidentiality.

Demonstrated attention to detail and the ability to meet deadlines and maintain confidentiality.

Responsibilities

Responsible for executing full-cycle recruitment for all positions within the assigned portfolios/employee groups, including casual and supply staff; maintaining the Board's Applicant Tracking System (ApplyToEducation).

Provide advice and support to hiring managers, School Administrators, and Superintendents on the hiring processes of the Board, including best practices regarding selection and interview procedures to ensure compliance with Board policies, Collective Agreements, and applicable hiring regulations.

Facilitate the on-boarding process for all new employees, including the collection and verification of required pre-employment documentation.

Facilitate the internal transfer process, in accordance with Collective Agreements and stipulated timelines.

Initiate the Temporary Letter of Permission and Temporary Letter of Approval process for teaching assignments, where required as per Ministry guidelines.

Review applicable documentation to determine the appropriate placement on the salary grid, communicating changes with employees and Payroll Services in a timely manner.

Administer multiple Collective Agreements and the Board's policies and procedures, providing strategic advice on the interpretation and application.

Assist Managers, School Administrators, Superintendents, and employees in problem-solving employee conflicts and performance concerns; provide counsel regarding course of action in discipline matters. Assist in drafting correspondence to employees on behalf of the Board in matters requiring disciplinary action.

Advise Supervisory personnel and employees on employment policies and procedures, the Employment Standards Act, Education Act, Ontario College of Teachers Act, Ontario Human Rights Code, Occupational Health and Safety Act, Workplace Safety and Insurance Act, and School Boards' Collective Bargaining Act (SBCBA), and other applicable regulations and legislation.

Assist with development and implementation of Human Resources Services department and Board policies and procedures on topics including by not limited to disability management, attendance support, progressive discipline, hiring, and criminal background checks so to meet legislative and collective agreement compliance requirements.

Investigate grievance matters, including preparing reports, assist in research to assist with development of Board responses, collaborate with Employee and Labour Relations colleagues, providing evidence and resource materials as required.

Participate, as required, in a variety of Human Resources Services related committees and special projects, including acting as a Human Resources representative and, at time, as a project lead on system and ad-hoc committees and special projects.

Responsible for providing various reports to the respective Bargaining Units, where applicable, within the stipulated timelines (as per the Education Act and applicable Regulations) and respond to requests for information.

Respond to internal and external HRS-related inquiries or requests in a timely manner.

Other duties and special projects as assigned.
