The Major Planning & Innovations Office is seeking a dynamic professional with technical expertise to provide overall direction to in-house design staff and groups of engineering consultants, particularly in corridor management issues. The Major Infrastructure Projects Branch is part of the Transportation Infrastructure Management Division and works in collaboration with other divisions to support MTO's commitment to provide a safe, efficient, and reliable transportation system by delivering on a capital program, including the planning, engineering and construction, and other related program administration functions of the provincial highway network. The Branch also supports other provincial transportation infrastructure by providing end-to-end delivery of major infrastructure projects using non-traditional contract delivery methods and partnerships.

What can I expect to do in this role?In this exciting role, you will:
• Initiate and manage a variety of medium to complex preliminary and detailed design highway improvement projects;
• support and provide guidance in the ministry's review of politically sensitive and/or complex documents such as development proposals
• provide specialized advice to internal/external stakeholders and senior ministry officials related to planning and development proposals
• Direct the activities of multi-disciplinary staff on transportation projects, monitoring work outputs and technical soundness to ensure project goals are obtained;
• Liaise and work with ministry staff, senior management, stakeholders, agencies, municipalities, developers, consultants and the public; and
• Resolve planning and engineering issues including developing and maintaining relationships with internal/external stakeholders.

How do I qualify?Transportation Planning and Highways Design• You have demonstrated knowledge of civil engineering theories, principles, and practices related to transportation planning, highway engineering design, corridor management and construction.
• You have knowledge of geotechnical and structural design, to develop, analyze and recommend engineering designs for complex transportation projects.
• You have proven ability to interpret and apply functionally-related provincial and federal legislation, ministry policies, procedures and standards to assess the accuracy and completion of proposals and designs, contract drawings and documents.

Leadership, Communication and Interpersonal Skills• You have well-developed leadership skills to assign and schedule work and to lead multi-disciplinary teams to successful results.
• You have proven oral and written communications skills to write reports and present proposals, recommendations and provide evidence.
• You have proven effective interpersonal and relationship management skills to resolve conflicts, formulate agreements and maintain effective working relationships with engineering consultants, external agencies, senior government officials, stakeholders and the public.
• You have proven strong negotiation skills to resolve contentious issues.

Project Management and Analytical Skills• You have project management skills and experience to manage medium to complex projects, including acquisition and management of consultants.
• You have sound analytical skills and good judgement to assess and recommend solutions to problems in terms of applicable legislation, engineering quality, economic benefit and environmental impact
• You have demonstrated problem solving and decision-making skills.
•You have knowledge of common office software for word processing, data analysis and making presentations to prepare technical reports, briefing and other materials (e.g., Ministers' letters, correspondence).
