Parsons is looking for an amazingly talented Senior Subcontracts Administrator to join our team!
The Senior Subcontract Administrator is part of the Project Procurement team specializing in the management of large construction and service subcontracts for the Edmonton Valley Line West LRT project in Edmonton, Alberta. The Senior Subcontract Administrator’s responsibilities can include request for RFQ processes, subcontract formation, post award administration activities (invoice processing, change management) from kick-off meeting to close-out and handover of the project.
What You'll Be Doing:
- Managing, coordinating and administrating contracts to ensure cost and schedule compliance
- Managing the contract change order process for in and out of scope items
- Attestation of progress and Rules of Credit (RoC) for billing activities, invoice processing
- Assisting with input/collection to and for monthly project reports for construction progress and status of contracts, billing, accruals, cost forecasting
- Leading claim mitigation, managing legal, regulatory and commercial contract compliance
- Performing site reviews to determine compliance with the subcontracts
- Preparing reports to document progress, identify deviation from the construction subcontracts
- Liaising with subcontractors to resolve issues in a timely manner
- Coordinating and reviewing drawings, schedules, samples, alternate requests, and project change documents to ensure all project documentation is accurate and complete
- Coordinating, evaluating and processing payment certifications
- Involvement in Substantial Performance/Completion review process, evaluating project completions and processing of final payments
- Coordinating with subcontractors to address and document issues with constructability and/or owner concerns
- Preparing and coordinating project change documentation, including sketches and drawings or facilitating preparation of sketches and drawings with internal and/or external teams
- Attending and conducting progress meetings before, during, and after the project to exchange information and resolve issues or concerns with various key stakeholders
- Preparing and issuing meeting minutes and tracking issues for resolution
- Coordinating project close-out documents for submission and forwarding to appropriate parties upon completion of the project
- Monitoring and reporting on Project Scope, incurred cost, accruals and Estimate at Completion (EAC)
- Supporting design and construction staff with reviews and provide feedback / mentorship as it applies to commercial risk and exposure
- Representing the organization and interacting professionally with sub-consultants, suppliers, and subcontractor representatives
What Required Skills You'll Bring:
- Minimum 5 years of contracts administration within EPC/EPCM projects, preferably in transportation and infrastructure. Light Rail Transit project experience will be considered an asset
- Undergraduate degree in Quantity Surveying or recognized major project experience
- Familiarity with the formation of construction subcontracts including support service, construction, design and consultant agreements/contracts
- Ability to manage and administer pre and post award construction subcontracts
- Familiarity with Unit Price, T&M, and Lump Sum contracts
- Ability to break down subcontract schedules into a framework to be used for progress monitoring
- Familiarity with Work Breakdown Structures (WBS) methodology and its application for developing/administering progress
- Advanced computer skills with emphasis on MS Office applications (Excel/Word), SharePoint, JDE, Aconex
- Contract formation experience would be considered an asset
- Ability to work independently and with minimal supervision
- Ability to negotiate the terrain of an in-process construction site, including climbing stairs and ladders, steep/ slippery terrain, walking, and working outdoors in all types of Edmonton weather and conditions
