Job Summary

Reporting to the Director, People Services, the Manager, Systems & Analytics serves as the Human Resources Information Technology expert in the organization providing critical information systems and data analytics support to the Human Resource department.

To support the growth of the organization and the achievement of the strategic plan, this role leads HR system implementation initiatives, optimizes business practices by utilizing existing system functionality and recommends improvements to the use of technology to align with industry trends and best practices. In collaboration with IT and Finance departments, the Manager, Systems & Analytics leads initiatives to proactively identify issues and recommend solutions.

Responsibilities

Acts as HR Lead for HRIS system implementation, including selection, design, configuration, and testing; report writing, system optimization post go-live, implements regular software updates and coordination and management of cross-functional dependencies between Human Resources, IT, and Finance.

Leads the Systems and Reporting team including goal-setting, coaching, development, and performance management. Fosters a collaborative and supportive work environment that encourages teamwork and professional growth. Promotes a culture of continuous improvement and innovation within the department.

Provides support to drive project requirements, business processes, workflows, and plans including managing timelines, communications, quality, risks, uncovering roadblocks, defining critical paths, identifying resource constraints, and any other issues that arise.

Prepares HR business process designs, documenting functional and technical specifications and end-user documentation and training materials.

Coordinate across all team members of Human Resources to ensure that all members are on track with requirements, deadlines and scheduled deliverables. Meets with HR subject matter experts to identify and resolve issues or enhancements.

Manages user training and overall communications of changes. Supports change management efforts related to HR technology initiatives, ensuring successful adoption across the organization.

Manages implementation of ancillary systems, including talent acquisition and staffing systems, and partners with technical resources and vendors to ensure successful implementation and implements regular updates.

Prepares and presents project status reports. Escalates risks and recommendations for timely resolution.

Serves as primary subject matter expert to inform user change requests and offer user support. Tracks service tickets for timely resolution of issues.

Manages HR data accuracy, integrity, and security and conducts audits to ensure compliance with data privacy regulations.

Generates reporting standards and delivers reports to provide data summaries and statistical analyses for strategic planning and decision-making purposes.

QUALIFICATIONS

Education & Experience

Bachelor's Degree in Business Administration or Management or related field. Five years’ HRIS and project management experience and three years’ supervisory experience. Experience managing system changes/implementations. Experience implementing a HR system within a larger ERP system. An equivalent combination of education and experience will be considered.

Advanced Excel skills with proficiency in advanced functions and formulas.

Proficiency with PowerBI, ERP report writers, SQL and other relevant software applications.

Experience with analytics and reporting and ability to present data, analysis, and insights to inform key decisions.

The salary range for this position is $112,430 - $140,537 per year with comprehensive benefits package and Municipal Pension.

Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
