ONxpress Transportation Partners has been selected by Infrastructure Ontario and Metrolinx to lead the charge in modernizing rail service across the Greater Toronto and Hamilton Areas with the On-Corridor Works project. You are someone who:

  • Manages the planning, procurement, and movement of materials, as well as the award and administration of subcontracts
  • Assists in the preparation of bid tabulations and recommendations for major commitments
  • Drives consistent procurement and contracting practices across the project/program
  • Responsible for negotiating major subcontracts, material and equipment supply agreements
  • In collaboration with other functions (finance, legal), develop the procurement forms, templates, workflows, and processes
  • Works with the Commercial and Legal teams to develop the Terms and Conditions
  • Assists in drafting Scopes of Work and identifying key suppliers
  • Oversees and mentors a team of buyers
  • Assists in staffing, management and training/coaching of all Procurement resources
  • Defines KPI metrics to track and monitor Procurement progress and performance
  • Participates in key management meetings to present Procurements performance and progress.
  • Collaborates with project/program stakeholders to award procurement packages
  • Monitors costs, budgets and cash flows
  • Tracks savings achieved through effective purchasing and implementation of cost control initiatives
  • Ensures that procurement activity is ethical and adheres to the Project Procurement Policy
  • Ensures procurement is delivered in accordance with the Project Agreement
  • Direct communication with suppliers on all critical Procurement related matters
  • Supports accounting department to align on invoice accounting and payables
  • Collaborates with persons responsible for sustainability to ensure that all procurement activities integrate targets and principles
  • Other duties requested by the director.

You bring:

  • Bachelors degree in business or related discipline
  • 10+ years experience in procurement including subcontractors, supply chain, logistics or materials management
  • Experience in construction is a requirement, experience with rail project is preferred
  • Ability to work with cross-functional teams and build relationships across multiple functions.
  • Strong interpersonal, communication, and negotiation skills
  • Proficient in MS Office (Word, Excel, PowerPoint, Outlook, etc.)
  • Self-starter who approaches his/her work with a sense of urgency
  • Proven ability to identify and solve problems quickly
  • Strong project management and influence skills
  • Previous leadership experience

This position is with ONxpress Civils (CJV aka the Design & Construction team); the project segment responsible for the modernization and modification of the key area network, including countless innovations in the way the regional rail infrastructure is built.
