Description
Acting as a bridge between government objectives and the private sector, CDEV is positioned as the Government’s centre of excellence for financial advisory, and brings a commercial discipline to the evaluation, management, and divestiture of assets as well as other initiatives it executes in partnership with the Government of Canada.
Job Title: Manager, Operations & IT
Terms of Employment: Full-time, permanent, 37.5 hours per week. Hybrid work option available.
Compensation: $91,080.00 per year, plus discretionary performance bonus up to a maximum of 15% of base salary

The Manager of Operations & IT leads a small team and oversees the day-to-day operations of two (2) corporate facilities in Ontario, while ensuring the smooth functioning of IT systems and technology infrastructure. The position combines operational management and leadership, with IT expertise to streamline processes, enhance efficiency, and support the company’s technological needs. This position also has responsibilities and accountabilities in both the Finance and Access to Information & Privacy (ATIP) functions. The position is based in the Head Office in Toronto, Ontario with a hybrid work option.
Responsibilities
Operations & IT Management
- Develop, recommend, and implement strategies to optimize efficiency and reduce costs
- Report on IT operations and performance, working closely with external consultants
- Oversee the Managed Services Provider (MSP) that ensures the availability and reliability of IT services, systems and ongoing user support.
- Co-ordinate with IT to resolve computer and system problems. Place order for IT equipment as needed
- Closely work with CFO and Director of FP&A and Risk in integrating technology risks into overall enterprise risk framework, including, but not limited to, BCP, IR, and simulation development and execution.
- Act as a liaison between the IT department and other internal and external stakeholders
- Lead with key cybersecurity partners and ensure that all tools, monitoring, and cyber risks are being addressed in a proactive manner by staying abreast of new threats and ensuring constant and consistent communication of new threat events.
- Maintain and upkeep office equipment, ensuring preventative maintenance schedule
- Manage relationships and accountabilities with external vendors and service providers. such as IT service providers, building maintenance & security, etc.
- Lead the Health & Safety Program at CDEV, ensuring compliance with Health & Safety regulations
- Manage the historical corporate file storage inventory.
- Create, manage changes, and troubleshoot issues with CDEV’s web-site in both official languages, collaborating with external translators as required.
- Partner with HR to deliver robust, compliant onboarding processes
- Perform various functions of accounts payable (AP), including wire transfers EFT’s and invoice payments for three (3) companies.
- Review, process, and file employee expense reports.
- Collaborate with internal and external auditors.
- Manage accounting details for 3rd party vendors.
- Store all investment, bank account and corporate card reconciliations.
- Oversee the flight pass administration and reconciliation on a quarterly basis.
- Manage banking administration and banking changes.
- Prepare expense report disclosure as required from Crown Corporations.
- Project manage and oversee quarterly close process for head office and incorporate relevant subsidiaries deliverables into project plan.
- Lead and manage cross-functional teams to meet operational project goals, adjusting priorities, as necessary, to ensure timely execution of deliverables.
- Manage IT projects from planning to implementation, to monitoring and support.
- Establish new corporate office space as needed, procure furniture and technology, hire vendors and operate within a defined budget to meet tight deadlines.
- Partner with IT department and consultants to establish new IT processes while protecting and enhancing the security of the organization.
- Lead any ad hoc projects assigned by the Executive Leadership Team (ELT).
- Review, track and respond to requests related to the Access to Information & Privacy Act (ATIP) by partnering with the ATIP Co-ordinator, ATIP Analyst & ATIP Consultant.
- Draft and submit monthly summaries of the completed requests to the Open Government portal.
