Job Summary

Under the direction of the Supervisor, Administrative Penalty System Screening Officers will be responsible for the review of Administrative Penalties. Screening Officers will interpret and apply by-laws, legislation and policies in order to make fair and reasonable decisions.

Duties and Responsibilities

The successful candidate will:

Review and Decision-Making Skills:
- Conduct in-person and electronic reviews of Administrative Penalties.
- Provide clear, well-reasoned written decisions, including setting out reasons for varying, affirming, or canceling the Administrative Penalty.
Legislative and Regulatory Knowledge:
- Identify, apply and interpret applicable legislation, regulations, polices and procedures.
Public Education and Communication:
- Educate and provide information to the public concerning City by-laws, policies, regulations and the Administrative Penalty System (APS) process and procedures.
- Communicate using a variety of conflict resolution strategies.
Integrity and Fairness:
- Act with integrity and honesty and ensure procedural fairness.
- Exercise decision-making authority and discretion fairly and reasonably and in accordance with the law.
Training and Mentoring:
- Participate in and provide training and mentoring as required.
Project Participation:
- Participate in and contribute to projects and initiatives.

Additional Competencies:
- Perform other related duties as assigned.

Skills and Qualifications

Education and Experience:
- Post-secondary degree or diploma in a relevant field (e.g., Paralegal Studies, Court and Tribunal Agent Program, Law Clerk) or an equivalent combination of education and experience.
- At least 3 years of experience in interpreting and applying legislation, by-laws, policies, regulations, and/or Administrative Penalty System processes and procedures.
Legal and Administrative Expertise:
- Proven knowledge and experience in administrative law and adjudicative processes, including conducting hearings in a tribunal setting.
- Strong understanding of relevant City by-laws, legislation, and regulations.
Analytical and Decision-Making Skills:
- Demonstrated ability to make sound, informed decisions.
- Excellent analytical skills with a keen ability for critical thinking.
Communication and Interpersonal Skills:
- Exceptional written and oral communication skills.
- Ability to foster communication, collaboration, and positive relationships with clients and colleagues.
Organizational and Time Management Skills:
- Strong organizational skills with the ability to manage multiple tasks in a fast-paced environment while serving the public effectively.
- Proven time management skills to handle complex and competing priorities.
Technical Skills:
- Proficiency in MS Office applications.
- Familiarity with City Admin and Gtechna software is considered an asset.
Additional Attributes:
- Ability to work effectively under pressure and adapt to changing priorities.

Hourly Rate/Salary: $ 67,068.00 - $ 89,424.00
