SUMMARY OF THE POSITION
Person who analyzes the needs, conceives and applies professional techniques in the field of administrative methods and systems, in order to improve service delivery. The person is also responsible for maintaining and supporting various processes to ensure the quality and continuity of services delivered. She/he may participate in various teaching or training activities.
SPECIFIC FUNCTIONS
Under the direction and coordination of the Coordinator of Clinical information system department, or their designate, the incumbent:
- Serve as a super-user for the training and support of the teams and ensure compliance with computer security and access to confidentiality rules.
- Supports all activities related to developing, deploying and sustaining the clinical information systems (CIS) and applications, including Electronic Medical Records (EMRs);
- Supports the review, analysis and documenting of clinical practices and process, and development of requirements for new or existing CIS and applications.
- Supports CIS and applications vendor management, including processes related to tendering, configuration, development, testing and new releases;
- Acts a super user for various CIS and applications by managing accesses, providing orientation and training;
- Provides direct and remote user support through helpline and provides rotating on-call coverage with colleagues;
- Collaborates with key partners (local management and their teams, medical teams, etc.), to ensure adoption of related tools and work processes;
- Performs audits to ensure the proper use of the CIS and applications by individuals, teams and departments;
- Provides input and recommendations on the development of materials, work processes and system functions;
- Performs other tasks usually assigned to an Administrative Process Specialist upon the request of her/his supervisor.
- Participate in the organization, carry out and coordinate the activities planned in the implementation and training schedule.
- Participate in the identification of training priorities.
- Train new users through hands-on on-site sessions, or by using remote web-based tools.
- Ensure that clients are using the application at an appropriate level at the end of the training.
- Follow training team processes, standards, templates and styles.
- Respond to user needs on an ad hoc basis.
- Assist the customer support team in case of problems.
- Perform any other related tasks as instructed by your supervisor.
Education:
- Bachelor's degree in Management Science or in Humanities and Social Sciences, or a university degree in another appropriate discipline.
- Certification or experience in Clinical Informatics, an asset;
- Certification or experience in Project Management, an asset;
- Certification or experience in Change Management, an asset;
- Certification or experience in Quality Improvement (ex: Lean), an asset.
Experience: * Minimum three (3) years experience in clinical informatics or in a health and social services field.
Knowledge and abilities:
- Knowledge and experience with administrative theory, systems, techniques and practices;
- Knowledge and experience with clinical services delivery environments and professionals;
- Knowledge and experience with corporate clinical information systems (CIS);
- Knowledge and experience with clinical and administrative information technologies and systems (IT/IS) leading practices and innovations in Quebec, Canada and internationally;
- Knowledge and experience with corporate administrative systems is an asset;
- Knowledge and experience in administrative procedures, planning and monitoring, including the development of policies and manuals and administrative quality assurance systems is an asset;
- Knowledge of Cree culture, language, and social/health realities in Eeyou Istchee is an asset;
- Excellent communication skills (both written and spoken);
- Excellent teamwork skills and ability to partner with various clinical and non-clinical stakeholders;
- Excellent computer skills MS Office (i.e. Word, Excel, Power Point, etc.);
- Experience with providing training and support to individuals and teams is an asset;
- Be able to work autonomously with minimal direct supervision;
- Be able to handle multiple files and tasks at the same time;
- Be able to work under pressure and flexible to meet changing priorities;
- Practical, attentive to detail and analytical;
- Sense of accountability, resourcefulness & vigilance;
- Well organized.
Language* Fluent in English;* Fluency in Cree and French is an asset.
Other:
- Willing to travel to all 9 communities;
- Available to travel inside and outside of the Eeyou Istchee territory as required;
- This position is currently being offered telework, subject to operational needs. Please note that this is not a permanent condition of the position and the employer reserves the right to request regular physical presence in the office.
