We are seeking a creative and results-oriented Director, Design & Construction - Major Hospital Development / Redevelopment Expansion Projects for a pivotal and unique opportunity to advance hospital development and redevelopment in Surrey, BC, one of Canada’s fastest growing cities. With expertise in project planning, design, and construction, the Director will provide strategic and innovative leadership throughout all phases of exciting and transformational projects.


Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Director, Design & Construction is accountable to lead and direct project planning, design, construction and implementation of all phases of capital facility development related to Major Hospital Development / Redevelopment Expansion Projects. Scope includes feasibility studies, business plans, facilities design, construction and commissioning.

Provides strategic leadership, guidance and oversight of designated projects throughout all phases including the integration and coordination of activities related to/impacting the development and delivery of project construction. Provides direction and management to Department Project Leaders, Managers, Consultants and Staff. Develops, and implements capital and operating budgets including authorization, control and reporting of expenditures to ensure efficient utilization of financial resources. Ensures appropriate time, quality and cost monitoring systems/measurements are implemented; reporting criteria and processes developed and implemented including the effective compliance monitoring of schedule, budget, quality, and safety against contract requirements.

Collaborates with department leaders to provide advice and problem resolution on a variety of design and construction issues, human resource requirements and areas related to the direction and development of the department, Management/Executive and stakeholders within the site.


Responsibilities


  1. Responsible for the design and construction, planning and implementation consistent with strategic and long-range plans for major hospital development /redevelopment and expansion projects.
  2. Ensures facilities are planned, designed and constructed to meet clinical outcomes and align to the latest standards and best practices in health facility design, project delivery, and environmental sustainability. Integrates and coordinates activities related to/impacting the development and delivery of project construction; ensures a comprehensive approach is taken to successfully transition from project construction and delivery to operations and maintenance.
  3. Oversees strategic and conceptual planning, design and implementation of the major hospital redevelopment and expansion by working with internal and external stakeholders, consultants and leaders regarding project plans, budgets, scope, progress, status and deliverables; provides assistance to assigned staff to ensure that project goals and deliverables are met; implements corrective actions, as required.
  4. Reviews and approves capital and operating budgets including authorization, control and reporting of expenditures to ensure efficient utilization of financial resources. Prepares requests for budget adjustments and implements remedial and/or mitigation strategies.
  5. Implements re-design , restructure and construction initiatives including adoption of best practices to better integrate and streamline services, optimize quality and ensure cost effectiveness; ensures appropriate quality and safety measures are implemented. 
  6. Develops effective processes to assess project risks, identifies risk mitigation strategies and monitors risk throughout the life cycle of projects; oversees risk management initiatives to ensure proper risk control of assigned projects; ensures that contracts are developed and maintained according to Fraser Health and provincial standards for all procurements; ensures that projects are planned, designed and built to meet clinical outcomes and align with the latest standards regarding energy conservation, carbon footprint reduction and LEED certification.
  7. Ensures appropriate engagement, review and sign-off of project plans and deliverables; establishes ongoing support for initiatives from project sponsors and user groups; keeps stakeholders aware of project status and ensures effective communication channels are in place.
  8. Provides overall leadership and managerial direction to the assigned Planners, Leaders, Project Managers, designated staff and contracted consultants in the construction and implementation of the project to achieve target scope, schedules, budget and cash flow.
  9. Manages and oversees the management of department human resources including recruitment, professional development, performance assessment and discipline of employees or contractors within the assigned area of responsibility. Disciplines and releases project team members as required.
  10. As appropriate/required, assumes the lead role for the design and construction work stream and assembles the project team, negotiates and executes contracts, engages, directs and supervises consultants and staff. 
  11. Oversees and/or manages the construction documentation and specifications and ensures contracts are awarded in compliance with established governmental regulations and Fraser Health policies.
  12. Manages contracts awarded to consultants, contractor and other vendors to ensure compliance and intent.

Qualifications

Education and Experience

Master's degree and professional designation in a relevant discipline, supplemented by ten (10) years' recent related experience in progressively more complex and senior management leadership roles in a large multi-site organization with responsibilities for managing the planning, design and construction of facilities development projects, or an equivalent combination of education, training and experience.

  • Demonstrated knowledge of facilities project delivery processes including planning, design, construction and procurement within current standards, codes, bylaws and regulations.
  • Demonstrated ability to effectively manage major facilities projects from concept to completion.
  • Demonstrated initiative, judgment and decision-making capabilities.
  • Comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills.
  • Demonstrated knowledge of capital project budget control and related financial management.
  • Demonstrated ability to negotiate and facilitate consensus with various levels of government and community groups.
  • Demonstrated ability to utilize creativity and innovation in problem solving and strategic planning.
  • Demonstrated ability to direct external consultants, architects and contractors.
  • Demonstrated ability to develop and conduct presentations to individual and/or groups.
  • Ability to work under pressure with deadlines and changing priorities in dynamic, political environment.
  • Broad knowledge of patient care delivery systems in primary, acute and community settings.
  • Ability to operate related equipment including related software applications.
  • Physical ability to perform the duties of the position.
