Director, AML Bank Compliance

This role reporting to the AVP, AMLATF & Sanctions Compliance Canada with accountability to the VP, Manulife Bank and Trust Company’s Chief Compliance Officer and Chief Anti-Money Laundering Officer (“CAMLO”), is responsible for aspects of the ongoing design and maintenance of the AMLATF and Sanctions Compliance Program (the “Compliance Program”) for Manulife Bank and Trust Company (collectively referred to as the “Bank”). Responsibilities include development and application of the Bank’s AMLATF and Sanctions policies, procedures and processes, regular reporting, including drafting reports for the Bank’s Board of Directors, tracking and monitoring regulatory changes, preparing regulatory requirements documents and tools to support the implementation of regulatory changes, representing the Bank in industry initiatives with open and regular communication to internal stakeholders, providing subject matter expert advice and support to Line 1A business stakeholders on projects and initiatives, working closely with the Line 1B Risk and Controls function (“Line 1B”), as required, to ensure the effective operation of the Compliance Program, continuous communication and consultation with business operations to support ongoing awareness and compliance, including the development of tailored training programs, leading risk and control self-assessments, preparing responses to regulators, supporting regulatory reviews and other responsibilities as may be required from time to time.

AMLATF and Sanctions subject matter expertise in Canadian banking is required in this role. The successful candidate must be adept at changing environments, have the ability to develop strong relationships and be a collaborative partner across the Bank working in a one team environment. This role collaborates with colleagues within and outside of the Bank, such as Global Compliance, Legal, Internal Audit, Operations, Product and Technology teams. This role is also required to interact with senior leaders and executives across the broader Manulife organization.

Position Responsibilities:

  • Accountable for the ongoing design, implementation and maintenance of the Compliance Program, including ensuring policies and procedures meet regulatory requirements/expectations and are appropriately integrated with Line 1 processes and procedures, working closely with AML Operations and Line 1B partners.

  • Participate in compliance and business leadership management meetings, providing input and recommendations to strategic plans, policy and procedure development.

  • Design, lead and deliver education and training documentation and sessions for Bank employees, including the Bank’s Compliance team.

  • Monitor and track AMLATF and Sanctions regulatory changes, prepare regulatory requirements documents for AML Operations and Line 1B partners, including providing advice regarding the implementation of necessary changes to Line 1 business stakeholders.

  • Monitor and assess the Bank’s compliance, including, but not limited to, preparing annual risk assessments, advising on requirements for Line 1/Line 2 monitoring and testing programs, quality control testing and Line 1 controls documentation in partnership with the Line 1B.

  • Consult on risk mitigation strategies, including, but not limited to, potential compliance issues, program enhancements and demarketing decisions.

  • Provide leadership by: providing direction on requirements and guidance on industry practices; providing clarification of policy and procedures; ensuring all mandatory functions are being completed in an efficient and timely manner; and acting as an escalation point.

  • Work closely with the Bank’s Director, Regulatory Compliance on internal tracking and reporting for the Compliance Program in the Bank’s Regulatory Compliance Management system, Archer, including the management of compliance issues and action plans.

  • Responsible for preparing required internal reporting, including contributing to the CAMLO’s reports, including, monthly/quarterly/annual reporting to the Board of Directors, the Bank leadership team and broader Compliance team.

  • Provide AMLATF and Sanctions subject matter expertise and advice in projects and initiatives, and assessing impacts to AML Operations to ensure any impacts are appropriately considered and addressed.

  • Prepare responses to inquiries from regulators, employees and senior management in consultation with the CAMLO.

  • Represent the Bank in industry forums such as the CBA and committees, including proposing and responding to new and existing legislation where appropriate.

  • Responsible for Compliance special projects and initiatives as required.

  • Support the Bank's overall mission and strategy, with a focus upon compliance objectives.

  • Advocate for continuous improvement through innovation and use technology and leading practices.

Required Qualifications:

  • Seasoned professional with an appropriate combination of education, experience, and banking industry knowledge.

  • 5+ years as a compliance/law/audit professional, with at least a minimum 3 years administering/supporting an AMLATF and Sanctions compliance program.

  • Undergraduate degree or equivalent education, preferably in law or a business-related area is an asset

  • Certified Anti-Money Laundering Specialist (CAMS) is required

  • Thorough knowledge of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act, Regulations, sanctions laws and regulatory guidance pertaining to the banking sector.

  • Understanding of regulatory compliance management programs and methodology.

  • Disposition toward continuous improvement and change through innovation and demonstrable ability to pursue opportunities to improve through use of technology and data analytics.

  • Strategic thinker and ability to articulate key AMLATF risks and priorities and can develop and implement practical solutions to prudently manage risk and forward-thinking in preparing the organization for anticipated changes

  • Comfortable with technology applications including AMLATF and Sanctions applications.

  • Fully conversant with Microsoft business applications.

  • Able to articulate requirements for Compliance, business, and IT projects.

  • Strong business acumen, attention to detail and excellent judgement in times of uncertainty.

  • Strong analytical and problem-solving skills, with the ability to precisely interpret complex requirements and tailor impact description for each business area using plain language.

  • Awareness of project management methodology and ability to lead projects internal to Compliance.

  • Excellent verbal and written communication skills, including policies/procedures and report writing, presenting, negotiation and influencing skills.

  • Excellent leadership skills including leading self and others.

  • Professional attitude and adherence to a high ethical standard.

Salary range is expected to be between

$100,950.00 CAD - $181,710.00 CAD
