Director, Third-Party Distribution Risk Management

The Opportunity

Reporting to the Global Head of Market Conduct Compliance Insurance, this individual is responsible for overseeing all aspects of Manulife’s Third-Party Distribution Risk Management program, globally.

We are seeking a highly skilled and experienced Director, Distribution Compliance to join our global Distribution Compliance team and take on a key role in developing, implementing, and maintaining a robust compliance framework to ensure adherence to OSFI's Third-Party Risk Management (B10) Guideline related to distribution arrangements, certain other third-part arrangements, and related regulatory requirements. The ideal candidate will help our businesses globally drive the further enhancement and implementation of this framework and define the future operation of our distribution program, in partnership with Operations, Technology, Procurement, Legal, and the business. The role includes frequent interactions with Manulife’s Compliance teams in Asia and Europe.

Working closely with the Asia AVP Distribution Compliance and the North American Director, Market Conduct Compliance, the incumbent will ensure that appropriate compliance controls and processes are in place.

Key Responsibilities:

  • Lead the development and implementation of a compliance framework to comply with OSFI's B10- rule, ensuring alignment with regulatory requirements and best practices. Ensure ongoing adherence to the established framework.

  • Define the operational processes for the distribution program going forward, working collaboratively with the risk management team to identify and mitigate potential distribution compliance risks.

  • Identify and recommend suitable systems and technology to support the compliance framework, including methodology for risk rating, escalation, and frequency of review.

  • Help implement a comprehensive enhanced due diligence (EDD) program for medium/high-risk activities, including defining triggers for review and escalation.

  • Establish a robust testing and monitoring program to ensure ongoing compliance with regulatory requirements, identifying any areas for improvement and implementing corrective measures as necessary.

  • Ensure the availability of resources and support for an effective EDD program, including independent challenge and oversight.

  • Oversee ongoing training and education for employees, ensuring that they are equipped with the knowledge and skills necessary to support the compliance framework.

Knowledge, Experience, Skills, and Education:

  • Proven experience in compliance leadership roles, with a strong understanding of regulatory requirements and best practices, particularly in the financial services sector.

  • Strong knowledge of OSFI’s regulatory framework, including OSFI E-13 (Regulatory Compliance Management), Regulatory Change Management, and OSFI’s B-10 Guideline.

  • Lives and models Manulife’s Values, and appropriately reflects Manulife’s Leadership DNA, including with respect to capabilities, skills and mindset.

  • University or post-secondary education a definite asset

  • Understanding of insurance distribution compliance and risk controls.

  • 10 years progressive experience in financial services compliance, audit, risk or other control roles or direct experience in insurance distribution combined with 3-5 years in a leadership role.

  • Experience overseeing compliance programs in an ever-changing regulatory environment would be an advantage.

  • Strong analytical and critical thinking skills, with the ability to identify and address potential compliance risks and develop effective solutions.

  • Excellent communication and people skills, with the ability to work collaboratively with cross-functional teams and stakeholders on a global basis.

  • An initiative-taking and results-driven approach, with the ability to drive the development and implementation of compliance initiatives.

  • Proficiency in French would be a definite advantage.

Salary range is expected to be between

$98,400.00 CAD - $177,120.00 CAD
