Job Description
Job Summary

Reporting to the Associate Director Information Technology Services, the Manager Information Technology Applications is responsible the procurement, implementation, governance, and support of a diverse portfolio of business applications and platforms supporting all business units in the organization. This position works closely with project sponsors, business and technical partners, subject matter experts, end users, technical resources (internal and third-party vendors) and senior management in the delivery and support of an application portfolio that aligns with the needs of business and supports continuous improvement.

Education
  • Post-secondary degree in Computer Science, Business Administration, or related field.
  • Equivalent combination of education and experience may be considered.
Knowledge
  • 10 years of progressively senior level experience in applications and development support in a medium to large organization of a complex diverse nature.
  • Minimum of 5 years overseeing the direction, development, and implementation of software solutions.
  • Proven experience in strategic planning, agile project management, and SDLC
  • Experience with systems design and development from business requirements analysis through to day-to-day management.
  • Demonstrated ability to apply IT in solving business problems.
  • Project Management Professional (PMP) or Certified Business Analysis Professional (CBAP) certification is preferred
  • Lean Six Sigma certification would be considered an asset
ResponsibilitiesManage and maintain the lifecycle of the organization’s portfolio of applications, both on-premise and the in the cloud, through the utilization of best practices in application architecture, systems design, development, implementation and support. (40% of time)
  • Develops long-term strategies to ensure effectiveness, compatibility, and integration with existing and future applications.
  • Maintains an application inventory and architecture to ensure best use of application assets.
  • Maintains a lifecycle plan for application assets in partnership with business owners to ensure optimal allocation of internal resources and support funding.
  • Evaluate, install, configure, and deploy new applications, systems software, products, and/or enhancements to existing applications throughout the enterprise.
  • Ensure that applications meet business requirements and systems goals, fulfill end-user requirements, and resolve systems/process issues.
  • Ensure that any new software integration into corporate systems meets functional requirements, system compliance, and interface specifications.
Anticipates future technology directions that will benefit the organization by identifying opportunities and providing advice in applying technology to improve processes, achieve business objectives and improve service delivery. (25% of time)
  • Initiates and approves the results of the feasibility and justification phase of IT projects.
  • Advises senior management of IT opportunities and issues, providing recommendations on how they may be addressed.
  • Serves as lead Project Manager on approved IT projects that pertain to applications, preparing project scope, specifications, evaluating and recommending approvals for technology, suppliers and equipment.
  • Recommends new and revised IT policies, standards and procedures.
Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (15% of time)
  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
  • Ensures alignment and coordination of activity and quality of output between teams under their direction
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
Builds and maintains effective partnerships with all Regional departments, shared services partners, other municipalities and external agencies. (10% of time)
  • Develops, manages and maintains effective working relationships and communications with Council, senior management, Regional departments and Shared Services partners to build consensus, resolve issues and complaints and ensure business needs are addressed.

Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Ensure goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (10% of time)

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
