Description
Reporting to the Director Family Health, the Manager Dental Program is responsible for providing technical expertise and administrative collaboration necessary to ensure the effective and efficient planning, implementation and evaluation of oral health programming as required by the Ontario Public Health Standards, associated oral health protocols and the Health Protection and Promotion Act.
Education- Post-secondary degree in Health Sciences or other related discipline that includes preparation in public health.
- Masters Degree in the Health Sciences, or related field.
- 3 to 5 years experience in public health.
- 3 to 5 years of prior management experience.
- 5 years of experience in public health is preferred.
- 5 years of prior management experience is preferred.
- Knowledge of program-related legislation (i.e. OPHS, Health Protection and Promotion Act)
- Knowledge of public health oral health practices & dental programs, health promotion and education
- Plans, implements and evaluates programming related to selected requirements of the mandatory Dental Programs, planning, developing and evaluating dental programs targeting children in Niagara Region to increase awareness and change behaviours of the population to reduce the incidence of dental disease, and improve access to dental services.
- Prepares annual operational plans for Dental Programs, evaluating strategies employed to meet goals and objectives and guide program activities, and measuring progress toward program objective achievement.
- Prepares reports for and presents to the Medical Officer of Health, the Senior Management Team, and the Public Health Services Committee, researching, preparing and presenting information to enhance internal communication and problem solving related to new programming, program successes and progress, potential and existing community health issues, etc.
- Participates in departmental, regional, community and provincial committees and meetings as required, to share information and expertise, develop and model new programming, and advocate for and resolve community health issues.
- Identifies opportunities for program enhancements, developing and implementing Dental Program projects and initiatives.
- Researches, initiates and prepares funding and partnership proposals.
- Initiates and supports research related to Dental Disease Prevention Issues, initiating research projects, evaluating programming, and piloting new programs.
- Enables results with the organization’s human capital strategy to foster employee engagement.
- Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
- Ensures alignment and coordination of activity and quality of output between teams under their direction
- Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
- Ensures staff has the information and resources to make successful plans and decisions.
- Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
- Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
- Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
- Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
- Organizes conferences for professionals and citizens, promoting dental disease prevention and other public health programs to the community. Promotes the adoption of healthy public policy, collaborating, consulting with and mobilizing community partners, to have a healthier community in Niagara, quality community education and healthy partnerships that foster empowered communities and to educate others on how the Program is run.
- Involves and supports external community initiatives in relevant research to provide most current evidence for effective programming and model Niagara programs for in a best practices approach, based on community need.
- Ensure goods and services are acquired in accordance with the procurement policy.
- Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.
- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
- An annual influenza vaccination is required.
