About the opportunity

In this role, you will oversee three teams within the Cluster Applications Branch (CAB), comprising 30 staff, including three managers. Your leadership will be instrumental in driving the development, delivery, and support of business application solutions that align with provincial program goals, supporting Ontario's tax and social benefits program administration, especially within the Automated Income Verification and Business Services (AIVBS) systems, these solutions enable program administration by our business partner, the Ministry of Finance. Additionally, you will be responsible for collaborating with the partner Ministry to assess, design, and deliver sustainable IT solutions that meet both current and future business needs.

Please Note: This position is located at 33 King Street West, Oshawa and/or 222 Jarvis Street, Toronto; however, alternate work arrangements including flexible hours, hybrid remote work, and compressed work week may be available.

The Cluster Applications Branch (CAB) is a part of the Central Agencies I&IT Cluster (CAC), which delivers essential IT services to client ministries. The branch is responsible for providing leadership in business application planning, development, and operational support, with a focus on delivering innovative solutions that meet client needs. The branch ensures the smooth operation of Ontario's tax and benefits systems, playing a crucial role in public service delivery.

Deliver on Business Goals and Priorities

Your leadership will be crucial in guiding the team towards the achievement of its business goals. It will be your responsibility to inspire and motivate your team to deliver their best performance and align the team's daily actions with the strategic vision of the ministry. You will contribute to the achievement of team goals by:

  • Leading three core teams to deliver strategic and technical business solutions.
  • Managing a team of 30 staff, including coaching, skill development, and fostering a high-performance culture.
  • Driving the development and enhancement of business applications, including support for benefits programs and tax administration solutions.
  • Collaborating with partners from the Ministry of Finance and other ministries to ensure solutions align with business objectives and future program needs.
  • Overseeing the intake, assessment, and management of new initiatives, in partnership with the Ministry of Finance, delivering on all system development life cycle phases, using appropriate methodologies within the SDLC framework (e.g. Waterfall, Agile, Hybrid).
  • Leading the Cluster Applications Branch as the Quality Assurance service provider and experts for the branch.
  • Leading the implementation of projects that meet the cluster's goals and deliver innovative solutions to modernize government services.
  • Ensuring operational excellence by supporting ongoing system maintenance, enhancements, and the onboarding of new programs into the social benefits landscape where income testing is a key program requirement.

    • Extensive experience in developing and maintaining the delivery of large and complex business solutions.
    • Demonstrated experience in managing I&IT portfolios/projects, achieving a high level of customer satisfaction while ensuring on-time and on-budget project delivery.
    • Knowledge and expertise in project management principles and methodologies to manage the delivery of program mandates and strategies.

    Communication and Relationship Management Skills• Ability to establish and maintain collaborative relationships with senior management, clients, and internal and external stakeholders and internal and external delivery partners.
    • Capable of effectively managing expectations and influencing others to find business-oriented and collaborative solutions for complex issues.
