Our Ministry client is seeking two Intermediate Change Managers to consult on two significant projects within BC Data Service Strategies.


Contract duration January 7, 2025 - March 31, 2025. 1 resource is projected to work 7 hours per day, 1 part time resource projected to work 3 hours per day (or equivalent). Work will be done remotely within the PST time zone.


Must Have Skills:

  • Experience in managing large-scale organizational change. Preference for experience on projects which span multiple jurisdictions.
  • Experience in selecting and applying various change management frameworks (e.g. Prosci/ADKAR, Kotter’s 8 Steps, the Change Management Foundation and Model, etc.).
  • Demonstrated experience working with Indigenous people and on culturally sensitive initiatives preferred.
  • Demonstrated expertise in risk management and problem resolution during change initiatives.


:PROJECT 1 - DUAL LANGUAGE ID CHANGE MANAGEMENT STRATEGY

The BC Data Service (BCDS) is implementing Action 3.15 from the Declaration Act Action Plan, Including Indigenous languages in government records, systems and services - Province of British Columbia. This work is starting with person names, and government identification will begin to include names in Indigenous languages.

Within two years, a dual-language ID solution is planned to be implemented, to ease the transition as computer systems are updated to collect, store, and process Indigenous language characters. Staff who do identity verification at service counters across the province, for all the various services provided by the provincial government and other downstream services, will need support and resources to navigate the change process and successfully implement the new dual-language ID solution.

PROJECT 2 - BC STATS BUSINESS MODEL CHANGE MANAGEMENT STRATEGY

The provincial data plan approved by Cabinet on December 9, 2021 directed BC Stats to shift away from reliance on cost-recovery and re-orient its focus to statistics and research of value to the whole of government and on the most pressing issues BC faces. In terms of delivering data and statistics to B.C. that are valuable, open and reusable, the implications of cost-recovery have been that BC Stats can produce annually only a fraction of the information about the province that was previously used.

To modernize the provincial statistics model, including transitioning from cost-recovery to stable funding for statistics, BC Stats will need to engage ministry and other partners to identify current data gaps and information needs across government that a revamped provincial statistical model could better meet.
