Job Description:
Position Overview:
The Associate Vice President & Chief Redevelopment Officer (AVP) is an inspiring, transformational leader that will build SHN’s redevelopment team and bring partners together to help achieve SHN goals that support Scarborough Health Network’s (SHN) mission of improving lives through exceptional care.
Reporting to the Vice President, Redevelopment & Technology, the AVP oversees the hospital’s multi-year redevelopment strategy that aligns with the strategic direction, mission, vision, values and policies of SHN and provides leadership in planning major capital projects. The AVP leads projects in collaboration with other managers, directors, clinical leadership, and external stakeholders.
The AVP leads a multidisciplinary team through a patient and safety-centered approach, creates an environment that encourages open-minded leadership and ensures SHN’s financial stability by optimizing financial resources and being accountable for capital project budgets. The primary duties and responsibilities generally include the oversight and management of critically important functions of planning and design, as well as stakeholder engagement both internally and externally with government and agency partners like the Ministry of Health and Ontario Health. This role will focus on two major sites - the Birchmount Hospital and the General Hospital. In this role, the AVP will lead a strong team that uses proven techniques to manage the largest health capital infrastructure project in Ontario’s history. As experts in planning and implementation, this team will facilitate the management and coordination of this landmark project to support delivery of services across our sites.
To support the achievement of SHN’s strategic goals, the AVP will be accountable for continuously advancing the project, including working closely with both the provincial and local governments, as well as agencies having jurisdiction. The AVP will be responsible for a $1.5 billion-dollar budget with accountabilities to meeting stringent deadlines to meet the needs of our community. The AVP will provide strategic leadership to align all aspects of the planning and design of both projects to deliver improved quality, access and sustainability within our regional and provincial health care system.
Leveraging the LEADS capability framework, the AVP is responsible for fostering a culture that encourages innovation to continually improve the patient and staff experience, which could result in significant and transformational change initiatives. In doing so, the AVP ensures comprehensive and effective communications and change management strategies are in place to support the successful implementation of all new initiatives as they relate to all hospital programs and stays current in external trends, including leadership, quality, health industry trends, advances in technology and analytics/ measurement.
Leadership Responsibilities:
- Responsible for the planning and design of all major redevelopment projects at SHN, including the Birchmount Redevelopment Phase 1A;
- Evaluate and make recommendations to Vice President, Redevelopment regarding project schedule, risk management, project change management and prepare regular reports as required;
- Lead consultant selection(s), project tendering(s) and various capital planning processes;
- In collaboration with Vice President, Redevelopment & Technology, develops Request for Proposals for design services, project consultants and project tendering;
- Administer contracts and oversees performance to ensure that consultants and contractors complete obligations and deliverables on time and on budget;
- Oversee procurement of consultants and contractors, ensuring compliance with Broader Public Sector Procurement Guidelines;
- Function as the main point of contact for project execution and liaise with various internal and external stakeholders; convey information and respond to queries, concerns, etc.;
- Liaise with City of Toronto Planning and Engineering departments, Ministry of Health Capital Branch, other authorities having jurisdiction, and SHN Senior Leadership Team;
- Work closely with the Director of Construction to coordinate and/or advise on potential design/planning or implementation issues affecting redevelopment projects;
- Provide frequent, clear and concise reports to Vice President, Redevelopment and other stakeholders as determined regarding ongoing issues, progress updates, challenges and opportunities;
- Identify and ensure resolution of project related issues in a timely manner and in accordance with the project schedule and approved budget;
- Ensure planning and design elements meet or exceed operational, accreditation and legislative standards (e.g., Occupational Health and Safety standards, accreditation quality of work life requirements, etc.) and can be operationalized efficiently and effectively;
- Participate in and/or lead various project meetings throughout project cycle;
- Foster a workplace culture that is consistent with SHN’s mission, vision, and values;
- Manage internal and external relationships, consulting with knowledge experts in the broader health care environment to drive program developmental initiatives;
- Inspire a high-performing team and promotes strategies that bolster staff retention and engagement;
- Provide leadership and continuous talent management to a diverse and skilled team of planners, consultants and project managers at a senior level;
- Develop and implement leading project management tools and techniques to monitor progress, deliverables and approvals, and support the achievement of strategic goals;
- Build robust stakeholder relations through implementation of plans focused on internal, government, and agency partners;
- Identify and develop key partnerships to advance the strategic plan
- Deliver clear and effective processes for risk assessment, monitoring and mitigation
- Represent SHN with vital partners, stakeholders and various levels of the local and provincial government;
- Handle highly sensitive communications and negotiations with both internal and external stakeholders.
Qualifications/Skills/Abilities:
- Master’s degree in Business Administration, Health Administration or equivalent is an asset
- Undergraduate degree in Planning, Architecture, Engineering, or related field is a requirement;
- Professional license in Architecture or Engineering and/or Project Management Professional (PMP) certification is preferred.
- 5+ years of senior/executive level (Director and above) management experience in the healthcare sector
- 7+ years of recent leadership experience in capital project management experience in the healthcare sector
- Experience in a leading major ($1B+) P3 projects in Ontario and working with and/or in key areas of government including the Ministry of Health and Infrastructure Ontario
- Experience with developing strategy, resource management plans and financial plans related to large-scale health infrastructure planning
- Strong, well developed business and project management skills (change management, risk management, resource allocation and financial planning)
- Proven success in gaining credibility and building trust with senior decision-makers
- Demonstrated superior communication and presentation skills, including experience at the Board level and community
- Results-oriented and patient-focused with a commitment to safety, innovation, and excellence
- Superior analytical, problem solving, negotiation and conflict resolution skills
- Ability to build effective working relationships with a dynamic, professional team
- Demonstrated management and staff development with emphasis on coaching, mentoring and leadership
- Strong team engagement, facilitation, coaching and mentoring skills to maximize team morale and improve culture, strong fiscal experience including preparing and submitting budget proposals, briefing notes and business cases, monitoring fiscal performance and implementing strategies to meet financial accountability requirements,
- Demonstrated ability to build strategic alliances and partnerships with health system partners across the continuum of care (e.g., hospitals, community care and primary care) and Ontario to promote service excellence and system innovation;
- Experience in healthcare capital project planning is essential and, in particular, experience with alternate forms of project delivery, development of Master Plans and Functional Programs, Design Development, Construction Management, and Operational Readiness Planning;
- An ability to view the organization from a broad context and understand the complexity and interdependent nature of patient care processes and the impact and implications of decisions on the quality of patient care or service provision;
- Strong interpersonal and communication skills and demonstrated ability to foster effective working relationships with diverse internal and external stakeholders;
- Experience interpreting policies, regulations, legislation and standards;
- Engages in ethical conduct and strives to understand and appreciates the diversity of our patient/staff population and community.
