Job Description:

Position Overview:
Reporting to the President and CEO, the Executive Vice President, Medical Programs provides strategic leadership as a constructive and collaborative participant on the Senior Leadership Team and the Medical Advisory Committee. This is done by leading strategic change, in partnership with the senior leadership team, CEO, Department Heads, physicians, academic leads and other health providers, ensuring open and transparent relationships and communications with multiple stakeholders.

In particular, the Executive Vice President, Medical Programs will be called upon to harness the innovative ideas and empower the collective energies of clinical leaders and staff in achieving the Hospital’s aspirations and health system transformations.

This position encompasses the functions of a lead medical executive and a set of operational responsibilities. In addition to the traditional medical leadership and operational functions, this role sits at the intersection of the Hospital’s internal innovation work and the external world of health care policy development.

Specific Accountabilities:

Provide strategic leadership as a constructive and collaborative participant on the Senior Leadership Team, as the senior medical leader in the organization

o Participate in Hospital resource allocation decisions and oversee the appropriate utilization of resources by all medical staff

o Serve as a visionary partner to the CEO, Chief of Staff/Chief Medical Information Officer Department Heads, EVP Clinical Programs and senior team to drive strategic clinical change while engaging physicians and other health care professionals

o Identify, promote, and facilitate the implementation of best practice initiatives to enhance patient care and service delivery

o In collaboration, with the senior leadership team, advance the implementation of the clinical services plan and multi-year plan including development of centres of excellence and expanded market share.

o Provide oversight and leadership on budget issues, ensuring budgetary requirements for medical programs are met.

o Collaborate with appropriate internal groups to plan resource allocation leveraging a dyad model between medical and operational teams

o Provide guidance and input on the effective, equitable and efficient delivery of clinical services

o Demonstrate strategic leadership in the evolution of the Hospital as an academic hospital and in developing and executing the Hospital's academic strategy, in partnership with the EVP, Education and all the senior leadership team

o Support and champion the development and implementation of a transformative primary health care strategy

o Develop strong working relationships with all medical and credentialled staff across the organization

o Champion and promote the growth and sustainability of interprofessional care and education

o Shared/scheduled responsibility for executive-on-call (along with other members of the Senior Leadership Team), whereby responsibility is taken for off-hours operation of the entire Hospital, including taking lead when local or health system wide issues arise

In alignment with SHN’s LEADS leadership capability framework, build, lead, and manage a team of Department Heads and other medical leaders to deliver exceptional performance in clinical and scholarly work

o In partnership with the Chief of Staff and the direction of the President and CEO, recruit and develop top-quality diverse medical leadership and promote effective relationships between Hospital administrative leaders and the medical leaders

o Plan, organize and support the search processes for recruitment of Medical Directors, in consultation with the Chief of Staff and oversight from the President and CEO

o Participate in the negotiation and management of physician compensation in and contracts within the portfolio

o Ensure a process for the regular review of the performance of the Medical Directors in partnership with the Chief of Staff

o In partnership with the Medical Directors, ensure the development of medical staff human resources plans and impact analyses to support the Hospital’s strategy

o In partnership with Chief of Staff, ensure the highest quality of medical care is provided to the patients of the organization by all programs

o Actively support quality improvement, risk-management and clinical performance evaluation initiatives among the medical staff of the organization in collaboration with the Chief of Staff

o Participate on internal and external committees and task groups relating to medical leadership

o Develop and maintain strong and productive partnerships with the medical leadership at the University of Toronto and other academic institutions

o Support the scholarly mission of the organization and the work of SHN physicians in achieving excellence in all aspects of academics

Lead and provide operational oversight to the Hospital’s vision to be a leader in health system transformation

o In collaboration with other EVPs, develop the portfolio’s fiscal plan within the organization’s operating plan and MOH guidelines

o Partner with the SHN Foundation in efforts to raise philanthropic funds to support the vision of the Hospital

o Develop, evaluate, monitor and communicate long and short-term objectives and metrics ensuring consistency and alignment with overall corporate strategic goals and objectives

o Establish effective working relationships with portfolio staff, external partners, key vendors and government regulators

o Provide strategic direction on the allocation of resources to support rapid response to changing service and patient service and safety requirements

o Develop and maintain partnerships on behalf of the Hospital with key system partners

o Champion system integration and linkages with community and other health care partners with a view to improving the health care system and the health status of populations touched by the work of SHN

o Develop and maintain productive provincial, national and international relationships to support the Hospital’s scholarly innovation work

o Provide executive leadership with other executives for systems level relationship building, business development, and positioning SHN for ongoing success within the system

o Raise the profile of SHN in advocating around issues of health equity across a wide variety of audiences

Ideal Candidate Profile:

As the ideal candidate, you possess proven ability to build, nurture and influence productive, collaborative and communicative relationships within, across and outside of our organization. You are deeply committed to and demonstrate a track record of fostering a culture of equity, diversity and inclusion throughout your sphere of influence. Your experience leading medical programs will be evident in your collaborative and results-driven approach to mission-driven, multidisciplinary leadership. A postgraduate degree in a related field is strongly preferred.

Specific criteria for this position include:

o Physician, eligible for medical licensure in Ontario, and able to be accommodated within the Hospital’s medical services

o 10+ years of health care experience with over five (5) years of operational responsibility

o Eligibility for academic appointment through the University of Toronto

o Demonstrated ability to motivate others and achieve revenue, cost and quality improvement goals

o A visionary, strategist and change agent who can translate creative ideas for health system and clinical innovation into tangible solutions
