Job Description:
The Manager of Biomedical Engineering will be responsible for overseeing the Biomedical Engineering services and the lifecycle management and support of all medical equipment and systems throughout the healthcare system. Reporting to the Director of Biomedical Engineering, this position will work closely with departmental leaders to develop and implement strategies for ensuring the effective and efficient use of Biomedical technologies within the organization. This position will lead a team of Biomedical Engineering Technologists, providing guidance and support to ensure the highest levels of service and quality.
Responsibilities:
• Oversee day-to-day operations of the Biomedical Engineering Department to ensure delivery of quality services across SHN hospitals
• Prioritise service work in accordance with departmental and organizational goals and objectives. Formulate and adjust plans and strategies for developing and delivering services in response to emerging clinical, technical, and business requirements
• Manage monthly Preventive Maintenance (PM) schedules and workload to ensure compliance, and safe and reliable operation of medical equipment
• Monitor and oversee all Corrective Maintenance (CM) and repair activities of malfunctioning medical equipment, either in-house or through third-party service providers
• Create an environment in which all staff in the department have opportunities to influence development and planning by ensuring open and effective professional relationships
• Develop and foster a learning culture, encourage staff to attend and learn from internal training programs and manufacturer training opportunities
• Lead and direct line manage the team of Biomedical Engineering technologists, providing guidance, training, and professional development plan
• Conduct performance evaluations, set measurable goals and objectives, and provide feedback
• Responsible for ensuring effective operation of staff scheduling, work assignments, payroll, and overall attendance management
• Participate in the development and implementation of risk-based approaches to improving the cost-effectiveness of equipment lifecycle management strategies
• Assist in the development, implementation, and evaluation of Biomedical Engineering’s robust and comprehensive Medical Equipment Management Plan (MEMP) and strategy, policies and procedures in compliance with the external regulations
• Participate in the development of strategic and tactical plans related to the provision of Biomedical Engineering services, including development of department’s scope of service, priorities, budget, service delivery models, standard operating procedures and key performance indicators
• Enhance overall functionality and utilization of CMMS Database, including intuitive customer/user interface. Mandate complete and accurate medical equipment inventory of biomedical equipment, ensuring appropriate completion and documentation of all services
• Develop and maintain departmental Quality Improvement Program. Using a data driven approach, work with both internal and external resources to identify areas for improvement. Assess and prioritize areas and evaluate and analyze options. Implement, or make recommendations for improvement
• Monitor and track medical device hazards/recalls and safety reports. Oversee Biomedical Engineering’s response process to ensure appropriate follow-up, coordinating with internal departments and stakeholders, as well as, managing external reporting
• Monitor regulatory and standards organizations (such as Health Canada, ECRI, CSA, etc), ensuring incorporation in departmental best practices and compliance with regulatory requirement and guidelines, especially those of Accreditation Canada
• Ensure advice and support is provided to adverse incident investigations involving medical devices, including provision of expert knowledge regarding device design, manufacturing and production standards and interactions with other devices and/or the environment associated with adverse incidents
• Develop and maintain effective working partnerships with clinical staff, managers, directors, and other leaders within the organization and external vendors
• Consult and communicate directly with medical, nursing, and other administrative leaders on technical matters related to the use of medical equipment technology in clinical practice, promoting and reinforcing strong linkages with medical, clinical and other support services teams
• Mediate crises situations with medical equipment as they arise, including any difficulties clinical staff may encounter with the use of medical devices, obtaining replacement/loaner equipment, and finding other short-term solutions
• Collaborate to support Capital Equipment planning activities, and participate in the implementation of capital project initiatives, including active involvement in RFP processes
• Maintain up-to-date knowledge on medical equipment technology trends and management methodologies through healthcare literature reviews, contact with peers at other organizations and attendance at seminars, workshops and education programs, providing informative knowledge-based recommendations
• Active leadership and participation on relevant hospital committees, working groups, and industry forums in the healthcare environment
• Perform other related duties and/or projects, as assigned
Requirements:
• Bachelor’s Degree in Biomedical Engineering or related engineering disciplines, Master’s degree preferred
• Minimum five (5) years of recent experience managing Biomedical Engineering operations in a hospital environment or equivalent managerial experience in the healthcare industry with demonstrated ability to adapt to hospital environment
• Minimum three (3) years of experience in supporting networked medical devices and systems, including integrated systems sending patient data to various Electronic Medical Record (EMR) systems, preferably EPIC
• Minimum five (5) years of relevant leadership experience in Asset Management preferred
• Experience in developing Asset Management systems preferred
• An equivalent combination of education and experience may be considered
• Detailed understanding of medical equipment/systems, applicable codes, standards, and regulations, clinical networks/operations, and newly emerging technologies
• Strong technical and operational management skills and experience
• Proven track-record for implementing strategies that enhance productivity
• Strong leadership skills with proven critical thinking, effective decision-making, and creative problem-solving abilities
• Proven ability to build, sustain, and influence relationships at all levels of an organization
• Exceptional communication and interpersonal skills with the ability to invoke change

• Strong knowledge and experience of Computerized Maintenance Management Systems (CMMS)
• Good knowledge and understanding of IT networks, experience in integrating medical equipment to Hospital Information Systems (HIS)/Electronic Medical Records (EMR)
