This position, reporting to the Manager, Operational Planning and Analysis, will be the primary Liaison and City representative for all Parkland locate requests from the Ontario One Call Agency. This position will receive locate requests from OneCall, review them to ensure they are within or around the park boundary, review and schedule locate completion with City Contractor in accordance to the mandatory level of service and review the completed locate documentation provided by the Contractor before providing to OneCall. They will track all documentation, provide functional guidance to staff and administer the Locates contract including meeting with contractors when needed to review locate request requirements, monitoring contractors on-site, managing the contracts finances and reviewing and paying all invoices related to the contract. This position will be the direct contact for OneCall should any issues arise with a specific locate, and process changes are required or any other concerns OneCall needs to address with Parks to ensure service levels are met.
• Primary liaison and City representation for all Parkland locates requested from One Call; point-person for One Call for any requests, concerns and troubleshooting of issues to ensure smooth delivery of any locates requested;
• Detailed review of all locate requests including review of any technical drawings or other documentation related to the locate process to be able to respond to OneCall as needed;
• Ensure all locates are reviewed, scheduled, investigated and marked out by City contractors in accordance with the mandatory level of service;
• Administer and coordinate the locates contract including reviewing, sending, scheduling, monitoring and receiving the Contractors completed work; review documentation to be sent to OneCall that is provided by the contractor;
• Ensure contractor is completing locates appropriately following technical and safety considerations and is in compliance with all safety and technical legislation relevant to the completion of the locate, attending site as needed or scheduled to monitor contractors;
• Track locates, prepare work orders and complete any other required documentation or forms (including completed locates to One Calls dedicated program);
• Develop and continually update an infrastructure file based on completed locates to build a database for future reference; create process for internal City updates to file;
• Provide functional guidance to staff who may be supporting this process (i.e. administrative staff, administrative lead).
• This position requires the successful completion of a Civil Engineering program and a C.E.T. designation in Civil Engineering. Appropriate documents will be required for validation including correspondence from OACETT (Ontario Association of Engineering Technologists and Technicians);
• Minimum of five (5) years' experience related to Locate;
• Must have thorough knowledge of the Ontario Underground Infrastructure Notification System Act 2012;
• Must have excellent time management and organizational skills to be able to adapt to varying and tight deadlines;
• Must demonstrate good interpersonal skills along with strong customer service;
• Demonstrated ability to communicate effectively in English, both verbal and written;
• Must be able to oversee the compilation of detailed records and drawings, including all types of municipal engineering drawings;
• Demonstrated organizational skills to be able to implement and maintain a data storage system containing all field clearances and work orders as related to the Parkland Locates;
• Experience overseeing contractors is an asset;
• Up-to-date knowledge of all current technology and systems for Locate devices;
• Must be able to provide functional guidance to staff supporting this process;
• Must hold a valid Ontario Class “G” Drivers Licence and a clean driving record acceptable to the City.
Hourly Rate/Salary: $ 41.93 - $ 55.91
