As HR Partner - Crew Management, you'll be at the heart of the marine operations of Transport Desgagnés, a leader in marine transportation in Canada.
Your role
Your role will be to support and advise the crew management team in the development, implementation and application of HR policies and programs dedicated to seafarers’ crews. You will ensure effective and strategic crew management by coordinating recruitment, labor relations management and skills development, while ensuring compliance with collective agreements, regulatory requirements and current internal requirements.
As a key HR partner, you'll work closely with shore and sea managers, unions and other partners to optimize Crew Management operations. Your role will require the ability to balance administration, human relations and planning.
You will also be responsible for advising and supporting the crew management team in defining, implementing and monitoring HR strategies specific to marine personnel.
What we are looking for
We are looking for an HR Partner - Crew Management with solid experience in human resources management, gained in a unionized environment and preferably in a regulated and complex environment.
Experience in international recruitment will be essential, as you'll be managing the temporary import of vessels and coordinating the hiring of foreign sailors.
This strategic role requires rigor, autonomy and excellent organizational skills, in order to effectively manage the many issues related to seafarers’ crews
Specifically, the HR Partner-Crew Management’s main responsibilities are to:
Administrative management and compliance
- Manage and update seafarer’s crew files in compliance with regulatory and customer requirements
- Coordinate foreign seafarer files (work permits, permanent residency)
- Ensure HR practices comply with maritime and regulatory standards (TMSA, ISO, RightShip)
- Prepare and monitor internal and external audits related to crew management
- Oversee the management of benefits and compensation programs for seafarers’ crews
- Work with the payroll department to resolve sailors' salary issues
Temporary import of vessels
- Coordinate the stakeholders involved (shipowner, business units, immigration experts)
- Plan and manage all stages of the temporary import process, including obtaining work permits
- Ensure documentation and updating of temporary import procedures
Labor relations and collective agreements
- Apply and enforce collective agreements and internal policies
- Manage grievances, disciplinary investigations and workplace disputes
- Participate in labor relations committees
- Keep abreast of changes in maritime laws and labor law as they relate to crew management
- Ensure that the seniority list is kept up to date and that the various obligations arising from collective bargaining agreements are met.
Staffing and human resources planning
- Oversee the crew recruitment and integration process, ensuring compliance with hiring requirements
- Develop and implement HR planning and candidate selection strategies
- Coordinate the workforce planning process in collaboration with business unit managers
Skills development and performance management
- Ensure coordination of the annual training program for seafarers’ crews
- Coordinate the process of identifying training needs and ensuring the development of seafarers’ crew skills
- Coordinate the performance appraisal process for senior officers and monitor development plans
- Work with educational establishments to tailor training to the needs of the maritime sector
Other HR and general administration responsibilities
- Supporting the enhancement of the employee experience, from hiring to professional development
- Monitor budgets related to crew management activities
- Set up and monitor HR performance indicators
Working conditions
- Permanent position, day shift
- 5 hours per week, from 8:30 a.m. to 12 p.m. and from 1 p.m. to 5 p.m.
