Job Description
Job Summary

Reporting to the Associate Director of Water and Wastewater Integrated Systems, the Manager of Water Wastewater Instrumentation and Skilled Trades is responsible for supervising the daily activities of the Millwrights, Instrumentation and Control Technicians, and Auxiliary Power Service Technicians to maintain the efficient operation of equipment within the Water & Wastewater Section.

Education

  • Completion of a related Apprenticeship Program from a recognized College or Trade school as a Certified Electrician (309A or 442A), Certified Instrumentation and Control Technician (447A) or Certified Industrial Mechanic Millwright (433A) in the Province of Ontario.

OR

  • A post-secondary 3-year diploma or degree in a related field or equivalent.

Knowledge

  • 8,000 - 9,000 hours of work as an Apprentice, as required for trades certification with the College of Trades.

  • 5 years of experience in a supervisory capacity.

  • 5 years of trades related experience.

  • 3 years of experience with PLC’s, SCADA systems etc.

  • Minimum of 1 year of W-WW operational experience (nontrade related) for MOE license is preferred.

  • Class 1 Water or Wastewater Treatment License or Class 1 Distribution or Collection License or Water Quality Analyst is preferred.

  • Knowledge of provisions of the Occupational Health & Safety Act, Provincial & Federal Codes related to the trades supervised.

Responsibilities

Directs and supervises the daily work activities of the instrumentation, backflow prevention and auxiliary power trades group for the Water and Wastewater division, including regular hours and emergency response or relief activities. (50% of time)

  • Develops and implements the technical standards for instrumentation, auxiliary power systems and other related technologies, ensuring they are consistently used and maintained.

  • Develops and administers preventive maintenance (PM) programs, issuing work orders, approving work orders and closing work orders, while ensuring the satisfactory completion of the work or repairs.

  • Approves and facilitates internal capital upgrades for staff ensuring they have the opportunity to participate in such projects while maintaining the required level of service for day-to-day maintenance activities.

  • Determines and assigns materials, equipment and tools that may be required for work assignments and ensures their return.

  • Ensures compliance with the provisions of Regional policies and procedures, keeping abreast of legislative and other changes e.g. AWWA, NSF in process and providing technical support regarding these changes.

  • Maintains detailed daily work diary that will be retained for 5 years for reference in potential litigation.

  • Oversees the preparation of maintenance manuals and Standard Operating Procedures.

  • Assists with the continuous improvement of the Division’s Computerized Maintenance Management System (CMMS).

  • Conducts research and provides direction with respect to instrumentation and auxiliary power “Best Practice”, technology and resources.

  • Responds to emergencies, complaints and requests for service and takes appropriate actions.

Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (20% of time)

  • Enables results with the organization’s human capital strategy to foster employee engagement.

  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities.

  • Ensures alignment and coordination of activity and quality of output between teams under their direction.

  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.

  • Ensures staff has the information and resources to make successful plans and decisions.

  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.

  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.

  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.

  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.

Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. (10% of time).

  • Ensures goods and services are acquired in accordance with the procurement policy.

  • Authorizes, and administers the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.

Ensures compliance with provisions of the O.H.S.A., MECP, MOL Regulations and Regional Policies, Clean Water Act, Certificate of Approval for Air, Sewage and Water, the Canadian and Ontario Electrical Codes, Building Codes and other relevant legislation. (10% of time)

  • Ensures technical skilled trades work outputs meet technical standards for compliance, quality standards, and approved levels of service.

  • Ensures utility locates, inspection and calibration certificates for maintenance activities are secured.

Provides consultation to W&WW Engineering section, regarding Instrumentation and Auxiliary Power design elements to ensure Capital Works designs follow best practices and current Regional Standards. (10% of time)

  • Participates in the development of new (or amendment of existing) policies, procedures or standards related to water/wastewater instrumentation, auxiliary power or backflow prevention.

  • Conducts frequent reviews of contract documents, preliminary/conceptual design submissions and engineering drawing submissions throughout the design process.

  • Keeps abreast of new technology in the water and wastewater industries, including any changes suggested by AWWA, NSI, OHSA, ANSI, CSA, UL, WEF or other pertinent Provincial Codes and ensure staffed are trained in these areas prior to the changes being enacted.

  • Participates in the commissioning of new and upgraded facilities.

Performs other related duties and responsibilities as assigned or required.

Special Requirements

  • Must possess and maintain a valid and restriction free driver’s license of appropriate class to carry out the duties of the job (Class G).

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
