Job Description

Position Summary

We currently have an opening for an accountable, self-directed individual with strong technical and analytical skills to join our Nova Scotia Provincial Programs team. Nova Scotia Provincial Programs administers the Medical Service Insurance (MSI) on behalf of the Government of Nova Scotia, covering over 1 million Nova Scotians.

Under direction of the Team Leader, the Business Analyst is responsible for analyzing, designing, testing, and enhancing technology solutions for drug claims processing platforms along with other NSPP business area technology solutions. This role involves gathering business requirements, working with IT teams to design technical solutions, and ensuring systems align with organizational goals and program policies and standards. This role acts as a central point of contact and communication between different business areas to ensure a streamlined, coordinated approach to the various technical activities that require effective collaboration among stakeholders.

Hours of work are 37.5 hours/week and individuals must be available to work between core business hours of 8 a.m. - 5 p.m. AST, Monday to Friday.

Key Responsibilities

  • Work with internal and external stakeholders to gather, document, and validate complex business requirements for Pharmacare technology and portals. Translate business needs into technical specifications.
  • Work with IT and development teams to design solutions that meet business requirements, ensuring compliance and optimal user experience.
  • Support integration with third-party platforms and analyze data for trends and process improvements.
  • Assist in the execution of various business area projects, ensuring timely delivery, issue resolution, and post-implementation support.
  • Define test cases, conduct testing, and support user acceptance testing (UAT).
  • Liaise between technical teams and stakeholders, providing regular status updates and ensuring alignment.
  • Maintain clear, accurate, and up-to-date documentation for all system configurations, project requirements, user stories, test cases, and process workflows, ensuring that all technical and business aspects of Pharmacare projects are well-documented for future reference, audits, and knowledge sharing.
  • Proactively identify, diagnose, and resolve technical and functional issues related to pharmacare systems and portals, collaborating with cross-functional teams to implement timely solutions and ensure minimal disruption to operations and user experience.
  • Identify opportunities for process automation, cost savings, and efficiency improvements.
  • Acquire a thorough working knowledge of all provincial government funded insurance plans and an understanding of the methods of processing claims or transaction and collecting data for each of these programs or technology.
  • Perform other assigned duties as required.

Required Qualifications

Education:

Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field.

Work Experience:

3-5 years of experience as a Business Analyst, preferably in healthcare or drug program domains. Familiarity with claims processing and patient management systems.

Business knowledge of Medavie systems, functionally, terminology and hierarchy would be considered an asset.

Computer Skills:

Strong analytical, communication, and problem-solving skills. Experience with Agile methodologies and business analysis tools (e.g., JIRA).
