Job Summary

The Team
The Permitting and Transformation Division - FrontCounter BC - Thompson Okanagan is a dynamic and supportive team dedicated to streamlining the permit application process for the natural resource sector. This established group, including Natural Resource Specialists, Client Services Representatives, and Fish and Wildlife Clerks, works together in a close-knit environment. The team operates as a one-stop-shop for clients seeking to submit permit applications across various provincial agencies, including Lands, Water, Forests, Agriculture, Recreation Sites & Trails, and more. Their collaboration with agencies like BC Parks, Fish & Wildlife, and Mines ensures a seamless and inclusive experience. The camaraderie and mutual support within the team are evident, with members deeply committed to their roles, their colleagues, and the environment.

The Role
As the Natural Resource Specialist, you will be the main point of contact for applicants seeking guidance on multi-authorization projects related to natural resources on both private and Crown land. You’ll utilize your knowledge of legislation and policies to align client expectations with government capabilities, ensuring applications are complete and meet required standards. Your work will involve evaluating applications, resolving conflicts, and providing guidance to maximize resource use while minimizing environmental impacts. By leading projects and collaborating with various units, you'll play a key role in streamlining processes and enhancing client satisfaction. Qualifications:
Education and Experience Requirements

  • A Bachelor’s Degree in a natural resource management related field and a minimum of two (2) years *related experience in a resource management related field; OR
  • Technical Diploma in a related field and three (3) years *related experience in a resource management related field OR
  • An equivalent combination of education and a minimum four (4) years related experience in a resource management related field.
  • Experience using online web mapping tools to identify interests on the land base.
  • Experience and proficient use of MS suite of applications including but not limited MS Word, MS Excel, and OneNote.

*Related experience may include:

  • Experience, understanding and working knowledge of key resource-based statutes and the relationships between policies and programs; and how these affect agency operations (environmental values, issues, land survey system, land use planning, and natural resources management concepts and processes).
  • Negotiating and being able to inter-relate positively and respectfully with clients, groups, communities, First Nations, other government agencies and industry.

Preference may be given to applicants with one (1) or more of the following:

  • Experience in preparing, reviewing or processing applications for Natural Resource Authorizations within Canadian Provinces/Territories (ie. lands, water, forestry).
  • Experience with assessing environment values and compatible uses.
  • Experience in determining land ownership, rights and jurisdiction.
  • Experience with ESRI’s ArcMap software and preparation of basic shape files.
  • Experience working in a virtual environment; confident in using Microsoft Teams and SharePoint.
  • Experience reading, comprehending and using key resource-based British Columbia Statutes to guide work and decision making.

Provisos & Willingness Statements

  • Willingness to do field work and to travel using aircraft, car and boat, sometimes in adverse weather conditions and alone in remote areas.
  • Willing and able to maintain at least a British Columbia Class 5 Driver’s Licence .

Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
