Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Lead, Advanced Analytics supports the initiatives of Fraser Health's Employee Experience Analytics strategy Provides advanced analytic services in projection modelling, workforce/staffing projection, predictive and prescriptive analysis to support the workforce planning, evaluation, risk management, and strategic staffing resource initiatives for Employee Experience Management in Fraser Health. Discovers business risks and opportunities through the application of rigorous scientific methodology, statistics, algorithms, and utilization of system/operational engineering principles. Identifies training needs within Human Resources and provides training to staff to develop in-house expertise. Provides technical leadership to assigned staff
Responsibilities


  1. Provides advanced analytics services to support our Employee Experience Leadership and other Leaders within Fraser Health with informed, strategic HR decision-making.
  2. Workforce planning, including system-wide gap analysis, predictive and prescriptive analysis and presenting findings and recommendations to senior leadership and external partners (eg. counterparts in Health Authorities and Ministry of Health).
  3. Within Employee Experience Operations, conduct process analysis and modelling to identify inefficiencies, and opportunities for improvement and employee resource investment.
  4. Quantifies impact of current state, modeling and assessing alternative solutions. Extracts necessary information from available databases. Develops measuring tools to monitor impact of applied solutions.
  5. Provides mentorship, support and professional development to People Informatics and People Analytics staff who are responsible for systems, analysis and reporting. Provides guidance and professional consultation to Employee Experience Partners in all stages of the process improvement work for analysis, modeling, sampling, evidence-based solution development, implementation, and progress monitoring.
  6. Responsible for maintaining knowledge of current system status regarding operational system performance and related process improvement projects by developing and monitoring a comprehensive and integrated set of efficiency indicators. Communicates current system status to relevant user groups.
  7. Participates in the evaluation, design, and implementation of the tool set for measuring and monitoring system's performance and achievement of initiative benefits.
  8. Maintains expertise and current knowledge on worldwide research regarding application of data analytic techniques within the Human Resources domain by reviewing existing literature, liaising with related professional associations and/or educational institutions and/or participating in research projects.
  9. Provides recommendations to the Manager regarding the assignment of staff and distribution of team resources within the assigned sites and/or assignment of staff at other sites, as needed.
  10.  Supports the development and enhancement of data management and governance practices.
  11.  Participates and attends various meetings regarding HR system efficiency as required; chairs and/or leads the discussion groups, as assigned.
  12.  Keeps up-to-date with latest technology trends and methods.

Qualifications

Education and Experience

Bachelor's Degree in a field related to Management Science, Business Administration, Computer Science or Information Technology, and have three (3) to five (5) years recent, related experience in a Consulting role with involvement in advanced analytics, systems review and technical systems work, or an equivalent combination of education, training and experience.

Professional/Technical Capabilities:

  • Demonstrated abilities, with appropriate techniques, tools and resources to support management in planning, projecting/forecasting and operations decision making
  • Demonstrated abilities completing large scale projection modeling
  • Demonstrated experience with application of human resource programs/objectives
  • Demonstrated proficiency with personal computers and the use of related software programs
  • Physical ability to perform the duties of the position
  • Demonstrated experience in Business Intelligence tool (Power BI, MicroStrategy, Tableau, etc.)
  • Demonstrated ability to apply statistical analysis to data sets.
  • Advanced technical skills using SSMS, SSRS, SQL
  • Demonstrated ability to prepare reports that incorporate data tables and results along with written recommendations.
